MobiFone was established in 1993 by the decision of the General Department of Posts and Telecommunications, now the Ministry of Information and Communications, with the original name of Mobile Information Company (VMS). With its main business field being mobile telecommunications services, MobiFone is the first mobile network operator in Vietnam.

In June 2014, Mobile Information Company Limited separated from VNPT and transferred to the Ministry of Information and Communications - the unit representing the State ownership. After half a year, the Ministry of Information and Communications approved the establishment of MobiFone Telecommunications Corporation on the basis of reorganizing Mobile Information Company Limited. At that time, MobiFone's charter capital was also agreed to increase to VND15,000 billion.

By November 2018, MobiFone was transferred by the Ministry of Information and Communications to the State Capital Management Committee at Enterprises as the owner representative. With total assets at that time of about VND 32,538 billion, of which the State capital was VND 15,000 billion, MobiFone was one of two telecommunications enterprises transferred to the State Capital Management Committee.

Recently, 18 corporations and general companies that are currently under the management of the State Capital Management Committee have been proposed to be transferred to the Ministry of Finance for management. MobiFone Telecommunications Corporation has been transferred to the Ministry of Public Security for management (the party organization of the corporation has been transferred to be directly under the Central Public Security Party Committee).
