Proposal to remove difficulties from the grassroots

As reported, after the opening session in the morning, the Conference on consultation on regulations on administrative procedures and regulations related to production and business activities of the Ministry of Culture, Sports and Tourism in 2025 entered a lively discussion session in the afternoon of the same day, with the participation of many representatives of enterprises and professional agencies of provinces and cities.

At the conference, many opinions focused on reflecting the difficulties and inadequacies in implementing administrative procedures in the fields of: radio - television, electronic information; publishing, printing and distribution; cinema; tourism; sports ; grassroots culture.

In the printing sector, Ms. Nguyen Thi Le - Director of Quang Nam Printing - PHS & TBTH Joint Stock Company emphasized: "The printing industry still needs to be managed as a conditional business. Cutting down on administrative procedures does not mean loosening management."

She explained that many illegal and counterfeit printing activities are currently taking advantage of loopholes from small, non-transparent establishments to facilitate the production of counterfeit goods, causing harm to consumers and distorting the market.

According to Ms. Le, strict management of printing establishments, especially those that process publications for foreign countries, is an urgent requirement to ensure cultural security and socio -economic benefits.

In the field of state management, Mr. Van Ba ​​Son - Deputy Director of the Department of Culture, Sports and Tourism of Da Nang City shared the reality of the difficulties in the process of implementing administrative reform. Although many plans to simplify administrative procedures have been proposed, the progress of amending related legal documents is still slow due to many factors, which partly affect the effectiveness of implementation in practice.

In addition, the implementation of online public services is also facing many difficulties. Current regulations still require submission of originals and previously issued copies, while the National Public Service Portal system still has technical errors and is not optimized for mobile devices.

Proposing digital transformation to reduce procedures

To overcome the shortcomings, Mr. Van Ba ​​Son said that the Department of Culture, Sports and Tourism of Da Nang City determined that the establishment of a specialized database is a fundamental step. “Less paperwork - more data” will be the main motto. Synchronizing data with the National Database on population and businesses will help minimize the need for paper records, increase accuracy and transparency.

In addition, Da Nang will continue to restructure the procedural process, converting from partially online public services to fully online. Integrating features such as progress lookup, feedback, and assessment of the quality of administrative procedure settlement on the Department's electronic information portal will help increase transparency monitoring, promoting the satisfaction level of people and businesses.

In particular, Mr. Son expects the Ministry of Culture, Sports and Tourism to have more specific instructions and guidance, supporting localities in building and sharing data in the fields of culture, sports and tourism - an important foundation to reduce administrative procedures in the digital transformation era.

“We look forward to receiving support from the Ministry in creating, sharing and forming databases. This is an important basis for successfully implementing administrative procedure reform,” Mr. Son said.

At the conference, representatives of businesses, the Department of Culture, Sports and Tourism, and the Department of Tourism of many localities also raised many practical questions about hotel service business activities, professional sports, organizing cultural events, licensing art performances, etc.

All issues were specifically answered by representatives of the Ministry of Culture, Sports and Tourism. According to Mr. Nguyen Thanh Son - Deputy Chief of Office of the Ministry of Culture, Sports and Tourism, this is an opportunity for the Ministry to directly listen to and receive difficulties and feedback from the grassroots, thereby proposing appropriate amendments and supplements to policies.

“We appreciate the comments from businesses and associations. These shares are very close to reality, especially in the fields of tourism, performance, publishing... The Ministry of Culture, Sports and Tourism will continue to perfect the simplification plan, at the same time review and propose amendments to related legal documents,” said Mr. Son.

The Ministry of Culture, Sports and Tourism pledges to closely coordinate with localities, businesses and associations in implementing administrative procedure reforms. The Ministry will also continue to maintain a broad consultation mechanism to ensure that policy issuance is feasible and consistent with reality.
