Removing obstacles for the Cat Bi Airport - Five-Way Intersection New Urban Area Project.

After nearly 28 years, the implementation of the planning for the Cat Bi Airport New Urban Area Project at the five-way intersection remains unfinished. Recently, the Hai Phong City People's Committee issued a decision to adjust the planning in order to resolve the obstacles for the project.

Arising from practical requirements

The Nga 5 - Cat Bi Airport New Urban Area Project was approved by the Prime Minister in 1997, covering the former Ngo Quyen and Hai An districts (now Ngo Quyen, Gia Vien, and Hai An wards). It includes the Le Hong Phong main road from the May To intersection to the Cat Bi airport terminal and the new urban areas on both sides of the road. The total land area is 304.96 hectares. However, after nearly 28 years, the project remains unfinished.

Mr. Le Quang Van, residing at alley 275, Dong Khe Street, within the project area, stated that the land clearance project is fragmented, with inconsistent technical infrastructure connections... Not to mention, houses are dilapidated, residents are not allowed to build new houses, and they cannot transfer land use rights due to "suspended" planning issues…

Currently, some land areas within the project have been cleared but have not attracted investors, or have attracted investors but are slow to implement projects, resulting in land waste. Some areas planned for high-rise buildings have actually seen the construction of low-rise houses, villas, and other residential plots. Some planned areas are no longer suitable. For example, Le Hong Phong Street, after its completion and opening in 2004, with a length of 5.29 km and a width of 64.4 m, became a highlight of Hai Phong city. Many residential areas, commercial centers, and office buildings have sprung up along both sides of the road. To align with the current socio-economic development situation of the city and the urban development orientation according to Resolution 45 of the Politburo , as well as the revised master plan of Hai Phong city until 2040, with a vision to 2050, it is necessary to readjust the construction planning of buildings on both sides of Le Hong Phong road towards developing Grade 1 (25 floors or more) and special grade (over 50 floors) buildings…

According to Le Chuong, Vice Chairman of the Gia Vien Ward People's Committee, the city has halted the investment project to build the 100-meter-wide Lach Tray - Ho Dong road, converting it into a project to build a road with a 35-meter-wide cross-section. To implement this, it is necessary to adjust the function and spatial organization of the land plots along the Lach Tray - Ho Dong road due to the reduction in road width from 100 meters to 35 meters and the adjustment of related technical infrastructure planning…

Maximizing land use efficiency and attracting investment.

Based on the above practical requirements, the Director of the City Planning Institute, Chu Ngoc Ha, stated that since 2019, the City People's Committee has issued a document agreeing to review and study the adjustment of the 1/2000 scale zoning plan for the Nga 5 - Cat Bi Airport New Urban Area. Through the implementation process, organizing public consultations and making additions and adjustments, on June 19, 2025, the City People's Committee issued Decision No. 1916/QD-UBND approving the adjusted detailed planning project at a scale of 1/2000 for the Nga 5 - Cat Bi Airport New Urban Area.

This will serve as the basis for resolving many long-standing issues and obstacles related to the project. Furthermore, the new land use and spatial organization orientation will effectively utilize land, attract investment, promote socio -economic development, and build a modern city, in line with the revised master plan for Hai Phong city until 2040, with a vision to 2050, and Resolution 45 of the Politburo on the construction and development of Hai Phong city until 2030, with a vision to 2045.

The revised detailed planning project (1/2000 scale) for the Nga 5 - Cat Bi Airport New Urban Area includes several notable changes compared to the previous plan. Specifically, the functions and spatial organization of land plots along the Lach Tray - Ho Dong road axis have been adjusted due to a reduction in the road width from 100 m to 35 m. The Northeast drainage system has been reinforced, and the planned road width has been increased from 23 to 38 m. Notably, the plan adds two urban railway lines running along the Le Hong Phong - Nguyen Trai and Bui Vien axes.

The regulations on building height for land plots have been adjusted to be more flexible, allowing for maximum heights in accordance with current standards and regulations. The area adjacent to Le Hong Phong Street will be prioritized for the development of a high-rise urban space, creating a distinctive urban landmark.

In particular, regarding the rights of the people, the revised plan has updated the land use nature of some existing residential areas that have not yet been cleared, with a view to retaining, renovating, and removing them from the project scope. This means that many uncleared land areas will be removed from the plan, and people can be granted land use rights certificates, build and repair houses, fulfilling their legitimate long-standing aspirations.
