The Southern Power Projects Management Board (SPMB) has been assigned by the National Power Transmission Corporation (EVNNPT) to invest in three transmission grid projects passing through Nhon Trach district: the 500kV Nhon Trach 4 Power Plant - Phu My - Nha Be branch line; the 220kV Nhon Trach 3 Power Plant - Long Thanh 500kV Substation line; and the 220kV Nhon Trach Industrial Park substation and connection.

These are urgent projects of significant importance in relieving the capacity constraints of the Nhon Trach 3 and 4 power plants and integrating them into the national power grid. However, to date, compensation and land clearance work still faces some obstacles.

Specifically, the 500kV Nhon Trach 4 Power Plant - Phu My - Nha Be branch line project currently lacks specific land prices for compensation and support for organizations and individuals affected by the project. Compensation and land clearance procedures have not yet been implemented for the foundations of towers 5-13. Currently, households have agreed to hand over the land for 15 out of 15 tower locations for foundation casting and tower erection, and efforts are underway to encourage the installation of power lines because households affected by the corridor have not yet received compensation and support as stipulated.

For the 220kV Nhon Trach 3 Power Plant - Long Thanh 500kV Substation transmission line project, SPMB has handed over the boundary markers for the tower foundations and the transmission line corridor; however, specific land prices for the project have not yet been determined to proceed with compensation and support for organizations and individuals affected by the project. Compensation and land clearance have not yet been implemented for tower foundations 01-03, 07-38, 58-67, 70-72, and 77-82. Currently, households have agreed to hand over the land for 28 tower foundations to allow for construction to begin.

For the Nhon Trach Industrial Park 220kV Substation and Connection Project, SPMB has handed over the boundary markers for the tower foundations and transmission line corridor. The location is currently being updated on the land use planning map up to 2030 for submission to the Provincial People's Committee. To date, land compensation and clearance have not been implemented because the project is not yet shown on the provincial land use planning map.

At the meeting, Mr. Truong Huu Thanh - Deputy General Director of EVNNPT and Director of SPMB - requested the People's Committee of Nhon Trach district to direct the Land Fund Development Center and the Department of Natural Resources and Environment to simultaneously hold meetings with residents to implement and submit to the People's Committee of the district for approval the plan for land survey and notification of land acquisition; and to support the deployment of multiple working groups to conduct the inventory of the current status as quickly as possible from October 23, 2024.

Alongside the inventory work, the functional agencies of Nhon Trach district are carrying out the verification of land origin and land origin verification. The Department of Natural Resources and Environment is carrying out procedures to approve specific land prices for 3 power projects in October 2024, with particular priority given to SPMB to erect poles and lay wires to complete the 500kV Nhon Trach 4 Power Plant - Phu My - Nha Be transmission line project in the fourth quarter of 2024 to provide load testing and relieve power congestion for Nhon Trach 4 Power Plant.

In addition, the People's Committee of Nhon Trach district and the People's Committees of the relevant communes are supporting the project management unit and continuing to persuade affected organizations and individuals to hand over the land for foundation casting, pole erection, and power line installation.

Mr. Nguyen Huu Thanh, Vice Chairman of the People's Committee of Nhon Trach district, said: "In the past, the entire political system of Dong Nai province has joined forces to resolve obstacles for power transmission projects. Nhon Trach district is very aware of the importance of the project and has regularly organized propaganda and mobilization efforts to encourage households to hand over land for the project. However, the results so far have not been as desired."

To meet the project schedule and ensure synchronization with the Nhon Trach 3 and Nhon Trach 4 power plant projects, the Vice Chairman of the Nhon Trach District People's Committee requested several specific tasks, including: the District People's Committee Office to prepare a document for submission to the District Party Committee to include the projects as key projects for implementation; the Project Management Unit (SPMB) to provide revised drawings and land ownership documents for the Land Fund Development Center to review and submit a plan for land survey and land acquisition; the Department of Natural Resources and Environment and the Department of Finance to advise the District People's Committee on specific land prices for compensation implementation; and the People's Committees of the relevant communes to continue mobilizing households to hand over land for the project.

The Vice Chairman of the People's Committee of Nhon Trach district affirmed that in October 2024, the People's Committee of the district and relevant departments will hold a meeting to agree on and issue a notice on land acquisition for projects in order to meet project deadlines as directed by the Government .
