
Accordingly, the project will construct infrastructure items: roads, sidewalks, squares, retaining walls, riverside walkways, tree beds, parking lots, sports fields, playgrounds, pedestrian streets... The land use area of the project is nearly 738,000m².
The project is built along the To Lich River, passing through the wards: Ngoc Ha, Nghia Do, Lang, Giang Vo, Cau Giay, Yen Hoa, Thanh Xuan, Dong Da, Khuong Dinh, Dinh Cong, Thanh Liet, Hoang Liet.
According to the Hanoi People's Committee, the preliminary total investment of the project is more than 4,665 billion VND. The city proposed to apply the build-transfer (BT) contract type, payment by land fund.
At the 26th session taking place early next week, the Hanoi People's Council will consider this content and if approved, the project will begin construction on the occasion of the 71st anniversary of the Capital Liberation Day (October 10, 1954 - October 10, 2025).

Along with the preparation for the construction of the park along both sides of the To Lich River, in recent days, the Hanoi Drainage Company has installed two pilot aerators on the To Lich River after the river was dredged of mud and supplemented with water from two sources: West Lake and Yen Xa Wastewater Treatment Plant.
Two aerators and aquatic rafts are installed upstream and downstream of bridge 361 to increase oxygen in the river water to increase the water's self-cleaning ability, create life for aquatic organisms and create environmental landscape.
According to the representative of the Yen Xa Wastewater Treatment Infrastructure Project Management Board, the addition of water from the Yen Xa Water Plant to the To Lich River combined with West Lake water helps keep the water level of the To Lich River stable at over 3.5m, ensuring the landscape and ecosystem, while also supporting drainage during heavy rains.
This water source also helps reduce pollution in the Lu and Set rivers while the city implements the wastewater collection project on these two rivers. In the long term, Hanoi will study adding more water from the Red River to To Lich.
