The Hanoi People's Committee has issued a document regarding a residential building at address No. 22, alley 236/17 Khuong Dinh (Ha Dinh ward, Thanh Xuan district) that shows signs of not meeting safety standards.
Accordingly, the Hanoi People's Committee instructed the Thanh Xuan District People's Committee to cease the use of the dilapidated mini-apartment building, and to cordon off the dangerous area and relocate people and property to ensure safety.
According to the directive, Thanh Xuan district is responsible for assisting in arranging temporary accommodation and ensuring stable living conditions for the households during the relocation period.
During the site management process, the relevant unit must monitor and observe to detect, warn, and promptly handle any adverse situations that could jeopardize the safety of the construction site and neighboring structures.
The Hanoi People's Committee has instructed Thanh Xuan district to review the survey, design, licensing, and construction records for the mini-apartment building at 22 Alley 236/17 Khuong Dinh.
In addition, the Hanoi People's Committee requested Thanh Xuan district to clearly determine the cause of the incident and hold accountable the organizations and individuals involved in the cracked column of the mini-apartment building at 22, alley 236/17 Khuong Dinh.
According to the document, the Hanoi People's Committee also requested the Department of Construction to conduct a citywide review of multi-story, multi-apartment housing projects. This review should thoroughly assess and analyze the legal status, land management, construction investment, and definitively address any projects violating construction regulations, while also recommending that competent authorities handle violations related to fire safety.
This mini-apartment building has approximately 60 units, which have been sold to residents by the developer and have been occupied since 2017.
Mr. Nguyen Hong Phong, Head of the Management Board of the mini apartment building at 22 Alley 236/17 Khuong Dinh, said that the two central columns of the building are cracked and have lost their load-bearing capacity. In addition, four columns around the building and the load-bearing beams are also affected.
According to Mr. Nguyen Hong Phong, compared to the original design, the load-bearing section of the building is missing a beam leading to the elevator. In addition, the cross-section of the supporting columns is smaller than specified in the design.
Sharing with the residents, the head of the management board of this mini-apartment building said that the estimated cost of repairing the damage could reach 4-5 billion VND.
Mr. Nguyen Hong Phong stated that, after the assessment, the process of reinforcing the load-bearing structure of the mini-apartment building would take many months to complete.
