After being established on the basis of merging a series of central wards of Thanh Hoa city, the "super ward" Hac Thanh has more than 197 thousand people, aiming to become a smart, model ward.

Hac Thanh Ward was formed from the merger of 12 central wards of Thanh Hoa City and has become the largest ward in the province with an area of ​​over 24km2 and a population of over 197,000 people. The ward Party Committee has up to 278 grassroots party organizations with 14,628 party members, a scale equivalent to many districts.

Immediately after completing the congress, the Party Committee of Hac Thanh ward quickly disseminated the resolution to all Party Committees and subordinate Party cells, and at the same time developed a work program for the entire term, assigning specific responsibilities to each member of the Executive Committee and Standing Committee. The Fatherland Front and mass organizations were required to develop a realistic action plan, following the 19 targets, 5 key tasks, 2 breakthroughs and 25 main solutions set out in the resolution.

With the foundation of being the central area of ​​the provincial capital, converging many advantages in infrastructure, economy , culture and tradition, Hac Thanh sets the goal of rapid - breakthrough - sustainable development. The locality especially emphasizes the spirit of "clear people, clear work, clear responsibilities, clear products, clear results, clear deadlines", considering this a consistent requirement to effectively implement the resolution.

To create strong growth momentum, Hac Thanh identified a group of key tasks including: promoting the private economy, improving the investment and business environment, boosting trade and services, and developing high value-added services associated with the digital economy.

The ward sets a target of establishing at least 1,700 new enterprises in the 2025-2030 period; 60% of small and medium enterprises using digital platforms; 100% of administrative activities of enterprises in the area applying digital technology .

At the same time, Hac Thanh will accelerate the progress of site clearance and implementation of key infrastructure projects, especially urban areas, technical infrastructure projects and solutions to flood and traffic congestion. Backlogged projects that have lasted for many years will be focused on and resolved according to Conclusion 77 of the Politburo.

Digital transformation and e-government development are the top priorities of Hac Thanh. In the first year of its term, the ward focused on 5 areas: modernizing the Public Administration Service Center; digitizing the direction and administration work; developing the digital economy - digital society; building a smart education ecosystem; ensuring network security.

Along with that, the ward launched the campaign "People of Hac Thanh ward speak good words, do good deeds, act friendly", aiming to build a civilized, orderly, clean and beautiful urban area; creating strong changes in construction order, land management, landscape and environmental sanitation.
