The 300 billion VND project is still facing obstacles.
The Quang Ngai Provincial Convention and Exhibition Center has a total investment of 300 billion VND from the central and local budgets. The project is being implemented in Nghia Chanh ward (Quang Ngai City) with a scale, harmonious architectural landscape, synchronized technical infrastructure, and modern equipment and facilities. Upon completion, it will be a venue for major conferences of the province and region, as well as important political , cultural, social, economic, and commercial activities.
According to the investor's report (Quang Ngai Province Civil and Industrial Construction Project Management Board), the conference and exhibition building has completed its rough construction phase; the finishing work, including air conditioning systems, fire protection systems, water supply and drainage, indoor lighting, and outdoor technical infrastructure, is approximately 90% complete. Interior installation and equipment are currently underway. The outdoor exhibition area has completed the entire N6 canal and N6-17 branch canal; the outdoor stage, rainwater and wastewater drainage systems, lighting, internal roads, landscaping, and lawns are 70% complete; the wastewater treatment plant and public restrooms have completed their rough construction phase and are currently undergoing equipment installation. The project has disbursed approximately VND 226.6 billion, reaching 84% of the allocated capital.
During implementation, this project also encountered some obstacles. Specifically, the paving of the sidewalk on the east side of Pham Van Dong Street (from Nguyen Hoang Street to Cao Ba Quat Street) could not be continued due to overlap with the project to upgrade and beautify Pham Van Dong Street and the square.
Furthermore, according to regulations, in order to submit for appraisal and approval the project adjustments (expansion of Cao Ba Quat road), the detailed planning scheme at a scale of 1/500 for the Thien But Park area (implemented by the Quang Ngai City People's Committee) must be approved by the competent authority, but this process is still incomplete.
The specific land prices for compensation and support plans for the project in 2024 have not yet been approved by the Quang Ngai City People's Committee (for an area of over 5,500m²), therefore compensation and support have not been provided. As a result, some project components have not been implemented simultaneously.
The organizational structure, financial mechanisms, coordination regulations, and operational procedures for the Convention and Exhibition Center have not yet been submitted to the competent authorities for approval.
Another project managed by the Quang Ngai Provincial Civil and Industrial Construction Investment Project Management Board is the Provincial Center for Disease Control. This project commenced in early 2023 in Truong Quang Trong Ward (Quang Ngai City).
The investment scope includes the construction of a new 6-story building; the renovation of the old 2-story building and auxiliary items, equipment procurement, etc. The total investment is 150 billion VND.
Regarding the construction phase, the basic works are complete, and work is currently underway on connecting to Nguyen Van Linh road and installing sound systems, telephone networks, cameras, televisions, and office equipment.
The value of completed work to date is approximately VND 98.65 billion, reaching about 90% of the contract value. Regarding the medical equipment procurement package, the contractor selection plan has been reviewed and is currently being submitted to the Provincial People's Committee for approval.
Ensure efficient operation upon commissioning.
After inspecting the site and reviewing the investor's report, the Chairman of the Quang Ngai Provincial People's Committee, Nguyen Hoang Giang, acknowledged, commended, and highly appreciated the organization and implementation of the projects by the investor, the construction unit, and relevant agencies and units.
Regarding the Convention and Exhibition Center project, the Chairman of the People's Committee of Quang Ngai province stated that this is a facility serving major provincial events in the coming period and a project to celebrate the Provincial Party Congress for the 2025-2030 term.
To achieve this goal, Mr. Nguyen Hoang Giang requested that during the implementation process, in addition to ensuring construction progress, the investor and construction units should pay more attention to quality and aesthetics; and focus on building the surrounding landscape to create a beautiful and harmonious environment, ensuring that the project becomes a highlight and symbol of the province in the future.
For the Department of Culture, Sports and Tourism, it is necessary to promptly develop appropriate operational plans to maximize the functionality and ensure the effectiveness of the facility.
Regarding the Provincial Center for Disease Control project, the Chairman of the Provincial People's Committee emphasized that this is an important project in providing healthcare for the people. In the coming time, the investor should accelerate the progress of the remaining items so that the project can be completed and put into use to serve the people.
The Provincial Department of Health and the Center for Disease Control and Prevention will arrange functional areas; invest in purchasing appropriate medical equipment to ensure the facility's optimal use. Simultaneously, they will develop a plan for effective management and operation once the facility is put into use.
The Chairman of the Provincial People's Committee also requested the investor to review the items of the two projects and propose to the Provincial People's Committee to allow the addition of some necessary equipment, ensuring that the Convention and Exhibition Center and the Center for Disease Control operate at the highest efficiency when put into use.
