Hai Duong hands over grassroots party organizations and party members after the rearrangement

Also attending were a number of comrades of the Provincial Party Standing Committee; leaders of the Provincial People's Committee; leaders of the Provincial Party Organization Committee, the Provincial Party Office; the Standing Committee of the Party Committee of the Provincial Agencies; the Standing Committee of the Party Committee of the Provincial Party Agencies; the Standing Committee of the Party Committee of the Provincial People's Committee; representatives of the Standing Committees of the District Party Committee, Town Party Committee, City Party Committee directly under the Provincial Party Committee and leaders of the transferred grassroots party organizations.

At the conference, the units signed the minutes of handing over and receiving 78 grassroots party organizations. Of which, the Party Committee of the Provincial Agencies handed over 63 grassroots party organizations to the Provincial Party Agencies Party Committee, the Provincial People's Committee Party Committee and the Hai Duong City Party Committee; the district-level Party Committee handed over 15 grassroots party organizations to the Provincial People's Committee Party Committee.

Comrade Phan Nhat Thanh, Deputy Head of the Provincial Party Committee's Organization Board, announced the decisions at the conference.

Delivering a directive speech at the conference, Comrade Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, emphasized that the restructuring and streamlining of the organizational apparatus is a major revolution nationwide.

Hai Duong has been implementing this decisively and effectively, creating a strong consensus. The implementation process will inevitably affect the morale of cadres and Party members to some extent.

To stabilize and put the activities of party organizations into order, the Standing Deputy Secretary of the Provincial Party Committee requested the two newly established Party Committees under the Provincial Party Committee to focus on completing the transfer and receiving of relevant documents and files. Quickly develop and promulgate the working regulations of the Party Executive Committee according to regulations. Complete and arrange grassroots party organizations in units subject to arrangement, merger, and assignment of tasks.

Leaders of the Party Organization Department of the Provincial Agencies Bloc and the Party Organization Department of the Provincial Party Agencies signed the handover minutes for grassroots party organizations and party members.

The two newly established Party Committees need to promptly develop the 2025 work program of the Party Committee, the Standing Committee, and the Standing Committee of the Party Committee; the inspection and supervision program of the Party Committee and the Inspection Committee. Focus on implementing tasks to organize the congress and direct the organization of the congress to ensure it is according to plan.

On February 7th, the Standing Committee of the Provincial Party Committee decided to terminate the activities of the Party Committee of the Provincial Agencies Bloc from March 1st, 2025. 63 grassroots party organizations under the Party Committee of the Provincial Agencies Bloc will be transferred to the Party Committee of the Provincial Party Agencies, the Party Committee of the Provincial People's Committee, and the Party Committee of Hai Duong City.

The Provincial Party Standing Committee also decided to transfer 15 grassroots party organizations under the District, City and Town Party Committees to the Provincial People's Committee Party Committee.

The transfer was carried out 1 month earlier than the decision of the Provincial Party Standing Committee (required before March 31, 2025).
