2024 marked a significant milestone for the Cam Pha Port Customs Branch (Cam Pha Customs) as the unit was assigned the highest ever target for state revenue collection: 6,868 billion VND. This amount accounted for over 60% of the total revenue of the entire Quang Ninh Customs sector in 2024. To achieve this revenue target, close collaboration with businesses is considered one of the key solutions contributing to the success of Cam Pha Customs.
To achieve the assigned budget revenue target, from the beginning of the year, Cam Pha Customs directed its operational departments to seriously and effectively implement key programs and plans for 2024, focusing on reviewing and thoroughly understanding revenue sources, especially the import and export activities of businesses in the managed area. The government has intensified the implementation of two key solutions: attracting new businesses to increase revenue and retaining existing businesses to ensure revenue streams.
Leaders and officials at all levels are always ready to support and accompany businesses. The team responsible for resolving difficulties and supporting mechanisms and policies in the customs field is always actively implementing solutions to support and engage businesses; regularly contacting, supporting, and exchanging information to resolve difficulties and obstacles faced by businesses in the process of carrying out import and export procedures.
In attracting new businesses, Cam Pha Customs has proactively and actively sought out potential businesses currently processing customs procedures elsewhere that have goods suitable for Cam Pha port, through information gathering and monitoring of import and export activities nationwide. In 2024, the unit proactively organized three working groups to directly visit 13 businesses belonging to the Vietnam Coal and Mineral Industry Group, businesses from other provinces with significant state budget revenue at the Sub-Customs Office, and some businesses from other provinces that open small customs declarations at the Sub-Customs Office. The aim was to understand the situation and resolve difficulties and obstacles faced by businesses involved in import and export activities through the Sub-Customs Office. This helped businesses stabilize their operations and proactively disseminated some new policies of the Government and relevant ministries and agencies related to import and export activities.
In addition, continue to maintain the link to http://dichvucong.gov.vn on the Sub-Department's fanpage to facilitate access to information and guidance documents on administrative procedures for organizations and individuals. Simultaneously, assign officials to regularly review the Customs system. From this, develop appropriate solutions to engage with and promote the Customs agency's commitment to supporting and assisting with customs procedures 24/7, as well as the competitive advantages of Cam Pha port, to attract businesses to conduct procedures there, contributing to the successful completion of state revenue collection.
From the beginning of the year until now, Cam Pha Customs has attracted 30 new businesses to process customs procedures with 83 declarations, achieving a trade value of 231 million USD; and revenue collected for the state budget has reached... 600.89 billion VND . Revenue from newly attracted businesses is also a decisive factor in fulfilling the unit's 2024 state budget revenue target.
To retain existing businesses, Cam Pha Customs continues to strengthen customs-business partnerships; proactively monitoring the business situation and plans of enterprises. This allows for quick identification of their difficulties and obstacles, enabling timely solutions and enhanced remote support. This ensures that traditional and new goods regularly processed by businesses continue to be declared and taxed at the Customs Sub-department.
In 2024, the Customs Sub-Department successfully organized two customs-business dialogue conferences at its headquarters. The conferences attracted 49 businesses and representatives from various functional agencies, such as the Cam Pha Port Border Guard Station, the Quang Ninh Maritime Port Authority in Cam Pha, and the Quang Ninh Maritime Port Authority in Van Don. At these conferences, the Sub-Department committed to always supporting businesses and creating the most favorable conditions for their import and export activities. This included focusing on the synchronized implementation of solutions to promote import and export activities through border gates, facilitating and attracting new businesses to conduct customs procedures at the Sub-Department. The difficulties and suggestions of businesses were acknowledged, accepted, and addressed immediately at the conferences by the Sub-Department's leadership.
As of December 20, 2024, 108 businesses had completed customs procedures at Cam Pha Customs, and the amount of state revenue collected through the area reached... 7,644.9 billion VND (an 8% increase compared to 2023, exceeding the target by 11%). (as assigned by the Provincial Customs Department).
