Quang Ninh currently has 3 social housing projects under construction with a total scale of approximately 2,200 units and 10 projects in the urban planning stage in Ha Long City and Cam Pha City.

Following the Government 's directive on implementing the "Investment in the construction of at least 1 million social housing units for low-income earners and industrial park workers by 2030" project, Quang Ninh has incorporated the development of social housing into resolutions of its Party Congresses and very specific action programs.

On August 8, 2022, the People's Committee of Quang Ninh province approved Decision No. 2279/QD-UBND, a project to develop housing for coal miners and workers in industrial zones; and to attract high-quality human resources and skilled workers to live and work in Quang Ninh. The project aims to commence construction of approximately 1,240,000 square meters of floor space, equivalent to about 25,000 social housing units and housing for workers and laborers in the province by 2025.

Of these, approximately 460,000 m2 of floor space is currently under development, while 770,000 m2 is planned for new investment. The list of projects seeking investment includes: 30 locations for social housing projects; 7 locations for housing projects for industrial park workers; and 10 locations for housing projects for coal industry workers.

The province has also issued Plan No. 162/KH-UBND dated June 21, 2023, in accordance with the Prime Minister 's plan to invest in the construction of at least 1 million social housing units. The plan aims to complete 18,040 social housing units and housing for workers in industrial zones by 2030. Specifically, the plan targets approximately 8,209 units with over 700,000 m2 of floor space to be completed during the 2021-2025 period, and 9,831 units with over 620,000 m2 of floor space to be completed during the 2025-2030 period.

According to the Quang Ninh Provincial Department of Construction, the province currently has 3 projects under construction with a total scale of approximately 2,200 units. Among them is the Social Housing Project in the Ngan Hang Hill residential area in Hong Hai and Cao Thang wards, Ha Long City. This is a joint venture between Global Financial Investment Consulting JSC and Hanoi Housing Investment and Development Company No. 6. Construction began in October 2022, and by August 2024, the project had completed the structural work and is currently finalizing the technical infrastructure. The project includes 3 apartment blocks: 2 social housing blocks, 17 stories high, with a total of 790 apartments, and 1 commercial apartment block, also 17 stories high (196 apartments). The total floor area is 125,000 ^m² ; the total investment is approximately 1,310 billion VND.

According to the investor's representative, the social housing project in the Bank Hill residential area is currently more than a year ahead of schedule and aims to begin handing over houses to residents in early 2025.

The Quang Ninh Provincial Department of Construction has also approved the selling price of social housing in this project, at approximately over 16 million VND/m2. The Department has also verified and assessed 310 eligible individuals to purchase social housing according to regulations. Currently, the applications of 211 prospective homebuyers are still being processed.

Next is the social housing project serving workers and experts in the Dong Mai Industrial Park (Quang Yen town). The investor is Viglacera Corporation - JSC. The project started in March 2022, and to date, 3 out of 5 apartment buildings (approximately 380 apartments) have met the conditions for selling social housing units under construction in the CT2 plot of the Dong Mai Industrial Park Workers and Experts Housing Project, Quang Yen town (for 303 units).

In 2024, the social housing project serving workers and experts in the Dong Mai industrial park (Quang Yen town) is expected to continue investing in two apartment buildings with approximately 600 social housing units for rent. Currently, the project investor is carrying out procedures regarding the identification of eligible beneficiaries and conditions; and the appraisal of selling prices and lease-purchase prices.

As for the social housing project in Dong Mai ward, Quang Yen town, serving workers and employees of businesses in Song Khoai Industrial Park, Quang Yen town, the entire project was completed by January 2024 and put into use in June 2024 (412 apartments). This project was invested by Jinko Solar Vietnam Industrial Co., Ltd.

In addition to the 3 projects currently under construction, there are 10 other urban planning projects underway in Ha Long City and Cam Pha City within the province.

Specifically, in Ha Long City, these projects include: Social Housing Project on plot OXH-01 in the urban area in Cao Thang, Ha Khanh, and Ha Lam wards; Trade Union Institution Project on Thuy San Hill, Bai Chay ward; 20% land allocation for social housing construction in Hung Thang urban area; Social housing area in Ha Trung ward; Social housing project on the 20% land allocation of the Cho village residential area project in Thong Nhat commune; and Social housing development project on the 20% land allocation of the Northwest housing group project along Tran Thai Tong road in Cao Xanh ward.

In Cam Pha City, there are the "Miners' Cultural Village" project in Mong Duong ward, the apartment complex for employees of Thong Nhat Coal Company in Cam Thanh ward, and social housing projects 1 and 2 in Quang Hanh ward.

According to Mr. Nguyen Manh Tuan, Director of the Department of Construction of Quang Ninh province, the Housing Law 2024, effective from August 1, 2024, has resolved difficulties, obstacles, and shortcomings in the implementation of social housing projects. In the coming time, Quang Ninh province will focus on directing the dissemination of the new regulations. At the same time, it will accelerate the development of social housing support policies under the province's authority as stipulated in the Housing Law 2024.

Recently, during an inspection of social housing projects in the province, Mr. Cao Tuong Huy, Chairman of the Quang Ninh Provincial People's Committee, emphasized that the early implementation of social housing projects is a political commitment and an important task for Quang Ninh province. This not only aligns with the government's goal of creating 1 million social housing units for low-income earners and industrial zone workers, but also addresses housing needs and provides stable housing for the people.

The Chairman of the Quang Ninh Provincial People's Committee has requested relevant departments, agencies, and localities to closely coordinate and review the implementation of new regulations under the Land Law and the Housing Law. In addition, specialized agencies need to urgently complete the zoning plans and detailed plans, and publicly and widely announce programs, projects, plans, and land funds for social housing construction to boost investment attraction.

“In this process, priority will be given to carefully selecting reputable and capable investors who can effectively implement and complete projects early to serve the people. This will create conditions for workers to stay and be stable in the province in the long term, attract more high-quality labor, and create an abundant human resource for the socio-economic development activities of the locality,” Mr. Huy requested.
