Nghe An Provincial People's Council convenes regular meeting at the end of 2025

Accordingly, the 18th Provincial People's Council, term 2021-2026, will hold its 35th session (the last regular session of 2025) to review the results of 2025 and the tasks for 2026 of the province regarding: socio-economic development; the activities of the Standing Committee, the Committees of the Provincial People's Council, the Provincial People's Committee, the Provincial People's Court, the Provincial People's Procuracy, the Provincial Civil Enforcement Agency, and some related reports; to approve draft resolutions on socio-economic development, national defense and security, and to decide on a number of issues within its authority.

At the session, the Provincial People's Council will consider 33 reports and pass 45 important resolutions such as: Resolution on the socio-economic development plan for 2026; Resolution on the socio-economic development plan for the period 2026-2030; Resolution on the public investment plan for 2026; Resolution stipulating the expenditure regime for receiving, visiting and congratulating certain subjects implemented by the Vietnam Fatherland Front Committees at all levels in the province; Resolution on the province's 5-year financial plan for the period 2026-2030; Resolution approving the estimated state budget revenue in the province, local budget expenditure and the plan for allocating the local budget for 2026; Resolutions on extending the local budget stabilization period from 2022-2025 to 2026 and amending and supplementing several articles of Resolution No. 21/2021/NQ-HĐND dated December 9, 2021, of the Provincial People's Council promulgating regulations on principles, criteria, and allocation norms for recurrent expenditure estimates of the local budget in 2022, stable until 2025 in the province; Resolution on adjusting the state budget estimates for 2025; Resolution stipulating the percentage of revenue from land use fees from projects with land use fee collection allocated to the provincial budget to create capital for compensation, support, and resettlement for the Vinh International Airport project, investment in the construction of the bridge connecting National Highway 7C with Cua Lo Deepwater Port, and investment in the construction of the Vinh - Thanh Thuy Expressway; Resolutions on the decentralization of revenue sources, expenditure tasks, and percentage (%) allocation of revenue between provincial budget levels in 2026; Resolutions stipulating preferential credit policies entrusted through the Social Policy Bank branch in the province; Resolutions stipulating preferential land rent exemption regimes for socialized facilities and projects using land for production and business purposes in investment-incentive sectors or investment-incentive areas within the province.

Resolutions include: a Resolution stipulating certain expenditure levels for the election of deputies to the 16th National Assembly and deputies to the People's Councils at all levels for the 2026-2031 term in the province; a Resolution promulgating regulations on the allocation of environmental protection expenditure tasks in the province; a Resolution stipulating certain expenditure levels for environmental protection activities in the province; a Resolution promulgating regulations on certain policies to support agricultural and rural development in the province for the 2026-2030 period; and a Resolution adjusting and allocating operational funds from the central budget to implement the National Target Program for building new rural areas for the 2021-2025 period and in 2025 in the province.

Resolutions approving the first land price list in the province; Resolutions approving the list of land areas planned for pilot projects in the province according to Resolution No. 171/2024/QH15 dated November 30, 2024 of the National Assembly; Resolutions on the policy of forest reclassification; Resolutions amending and supplementing a number of articles of Resolution No. 28/2024/NQ-HĐND dated December 6, 2024 regulating the fees for appraisal of projects and reports on exploration, assessment of reserves, exploitation and use of groundwater, fees for appraisal of dossiers and conditions for practicing groundwater drilling, fees for appraisal of projects for exploitation and use of saltwater and seawater in the province; Resolutions approving the list of projects requiring land acquisition in the province; Resolutions approving the list of land areas for bidding to select investors to implement investment projects using land in the province; Resolutions on converting forest land to other uses for project implementation in the province; Resolutions stipulating areas where livestock farming is prohibited and policies to support the relocation of livestock facilities out of these prohibited areas.

Resolutions were passed approving the 1/2000 scale zoning plan for the Southwest Urban and Integrated Service Area - Southeast Economic Zone in Nghi Dong and Nghi Thuan communes, Nghi Loc district (formerly); promulgating regulations on some policies to support the development of trade and export activities in the province; providing local budget support for the management and maintenance of provincial roads in the period 2026-2030; and continuing to implement measures to clear violations and prevent re-encroachment on road and railway safety corridors in the province in the period 2026-2030.

Resolutions repealing several normative legal resolutions issued by the Provincial People's Council (after review); Resolution stipulating the level of support for legal consulting costs for small and medium-sized enterprises in the province; Resolution on the results of the review of normative legal resolutions issued by the Provincial People's Council in 2024; Resolution approving the total number of employees and contract workers receiving salaries from the budget in public non-business units and associations in 2026; Resolution allocating civil servant staffing quotas in provincial administrative agencies and organizations in 2026; Resolution on support policies for officials, civil servants, and public employees of provincial departments, boards, and agencies, and communes and wards who are seconded, transferred, or assigned to work in communes facing difficulties in the arrangement and placement of officials and civil servants. Resolution amending and supplementing Resolution No. 05/2023/NQ-HĐND dated July 7, 2023, stipulating support policies for officials, civil servants, and public employees working at the One-Stop Service Centers at all levels in the province; Resolution approving the Project on organizing forces, ensuring the operation of the permanent militia, and building new and renovating the working headquarters of the Military Command Boards of communes and wards in the period 2026 - 2030 in the province.

Resolutions stipulating specific nutritional regimes and some support policies for high-achieving coaches and athletes; Resolutions amending and supplementing some articles of Resolution No. 29/2021/NQ-HĐND dated December 9, 2021, of the Provincial People's Council stipulating support policies for artisans and clubs in the field of intangible cultural heritage and artists working at the Provincial Traditional Arts Center; Resolutions stipulating tuition fees for public preschool and general education institutions and tuition fee support for preschool children, general education students, and learners in general education programs at private and non-governmental educational institutions in the province; Resolution amending and supplementing a number of articles of Resolution No. 33/2024/NQ-HĐND dated December 6, 2024 of the Provincial People's Council stipulating policies to support certain religious organizations, affiliated religious organizations, religious establishments, religious dignitaries and officials operating in the province; Resolution on policies to support cadres, civil servants, and workers working in religious affairs in the province.

Resolutions adjusting and allocating recurrent expenditure from the central budget for 2022, 2023, and 2024, extending to 2025, to implement the National Target Program for socio-economic development in ethnic minority and mountainous areas in 2025 for communes and wards after the implementation of the two-tiered government; Resolution on addressing opinions and recommendations of voters at the 31st session of the 18th Provincial People's Council, term 2021-2026; Resolution on the results of the Provincial People's Council's thematic supervision on the implementation of the National Target Program for sustainable poverty reduction in the province.

The session will include question-and-answer sessions on socio-economic issues, national defense and security, and foreign affairs, focusing on two key areas : The effectiveness of state management in responding to and mitigating the consequences of natural disasters and restoring sustainable livelihoods for people in the province: Current situation, causes, and future solutions (answered by the Department of Agriculture and Environment); and the digital transformation in the operations of state agencies in the province: Current situation, causes, and future solutions (answered by the Department of Science and Technology).
