The 3rd Conference of the Provincial Party Executive Committee, 20th term

On the morning of December 3, the Provincial Party Executive Committee, 20th term, held its 3rd Conference to review and decide on many important issues. Comrade Nguyen Khac Than - Provincial Party Secretary chaired the conference.

Attending the conference were: Comrade Hoang Nghia Hieu – Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Comrade Vo Trong Hai – Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Comrade Vo Thi Minh Sinh – Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial Fatherland Front Committee, Head of the Provincial National Assembly Delegation; and other members of the Provincial Party Committee.

Remove and overcome bottlenecks in thinking and methods.

At the Conference, the Provincial Party Committee listened to and commented on the following contents: the Action Program of the Provincial Party Committee to implement Resolution No. 70-NQ/TW, dated August 20, 2025, of the Politburo on ensuring national energy security until 2030, with a vision to 2045; the investment policy for the Quynh Lap LNG Thermal Power Plant project; and the Resolution of the Provincial Party Committee on sustainable forestry development in Nghe An province for the period 2025-2030 and beyond.

Director of the Department of Finance, Trinh Thanh Hai, reported on the socio -economic development situation in 2025.

Reports from the Provincial People's Committee on the implementation of the socio-economic development plan for 2025 and the projected socio-economic development plan for 2026; Reports from the Provincial People's Committee on the implementation of the public investment plan for 2025 and the projected public investment plan for 2026; Reports from the Provincial People's Committee on the assessment of the implementation of the state budget in 2025 and the state budget estimates for 2026, and the draft Resolution of the Provincial People's Council on the estimated state budget revenue in the province, local budget expenditure, and the plan for allocating the local budget in 2026.

According to the Provincial People's Committee Report,   In 2025, amidst a complex and unpredictable global situation, the domestic economy and Nghe An province showed clear signs of recovery, although many difficulties remained, particularly the severe damage caused by natural disasters, storms, and floods. With the decisive leadership of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee, and the consensus of businesses and the people, the province's socio-economic development achieved many important results.

The economy continues to maintain its growth momentum across all sectors. According to the General Statistics Office of the Ministry of Finance , the GRDP growth rate in 2025 is estimated at 8.44% (ranking 13th nationwide and 3rd in the North Central region). State budget revenue is estimated at VND 26,560 billion , equivalent to 149.8% of the projected figure and the highest level ever; domestic revenue reached VND 24,225 billion. Foreign direct investment (FDI) attraction for the whole year is estimated at over USD 1 billion , continuing to be among the localities attracting the most FDI nationwide; export turnover is estimated at USD 4.4 billion, an increase of nearly 39%.

The fields of education, health, culture, sports, and labor – employment have achieved many positive results; in particular, the goal of eliminating 20,802 temporary houses has been completed, and jobs have been created for 49,000 people . Education and training have made remarkable progress, with many students winning national and international awards. The work of overcoming the consequences of natural disasters has been directed urgently and promptly.

Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu delivered a speech.

Administrative reform, digital transformation, and Project 06 are being accelerated . The restructuring...   The restructuring and streamlining of the organizational apparatus of agencies and the arrangement of the two-tiered local government model were implemented decisively and promptly. National defense and security were maintained; foreign affairs continued to be implemented effectively.

Despite the achievements, there are still many difficulties and limitations. In particular, GRDP growth has not met the government's target (9%), mainly due to damage from natural disasters, storms, and floods, resulting in very low growth in the agricultural sector (in the third and fourth quarters, growth was only 0.89% and 0.74% respectively).

Regarding the 28 key socio-economic development indicators according to Resolution No. 104 of the Provincial People's Council , of which 3 indicators were not evaluated due to the implementation of a two-tiered local government system , it is projected that 22 out of 25 indicators will be achieved or exceeded ; the remaining 3 indicators will not meet the targets (including:   GRDP growth rate , GRDP per capita , total social investment .

Regarding the socio-economic plan for 2026 , the province has set 34 key targets, including a GRDP growth target of approximately 10.5–11.5% .

  After hearing the opinions of the comrades in the Provincial Party Committee, the Provincial Party Secretary agreed with the contents presented at the conference.

Assessing the socio-economic development results for 2025, Provincial Party Secretary Nguyen Khac Than stated that 2025 will be a year of many important events for the province, such as the successful organization of the 20th Provincial Party Congress and the implementation of administrative unit restructuring. In addition, the province faced many difficulties due to natural disasters, but under the flexible and proactive leadership and direction of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee, many important results have been achieved. The Provincial Party Secretary frankly pointed out the shortcomings and limitations of the province during the year.

With little time remaining in 2025, Provincial Party Secretary Nguyen Khac Than requested that all sectors and localities focus on disbursing public investment funds. He also urged them to concentrate on addressing the consequences of natural disasters caused by typhoons No. 3 and No. 5 in affected localities, especially ensuring the completion of house construction for households whose homes were damaged before the Lunar New Year of the Horse.

In addition, focus must be placed on the construction, inauguration ceremonies, and preparation of conditions for the groundbreaking of key provincial projects to celebrate the National Party Congress; thorough preparation of content to be presented at the upcoming Provincial People's Council session; and concise and effective review and summary of tasks.

Regarding the tasks for 2026, Provincial Party Secretary Nguyen Khac Than requested that bottlenecks in thinking and methods in implementing socio-economic development tasks be removed and overcome.

From the beginning of 2026, focus must be placed on disbursing public investment capital and implementing socio-economic development solutions. Concentration should be given to attracting investment and improving the business environment to attract domestic and foreign businesses to invest in industrial parks and clusters within the province.

At the upcoming year-end regular session of the Provincial People's Council, the Council will consider and approve many mechanisms and policies; therefore, it is necessary to focus resources on implementing these mechanisms and policies immediately after their approval. Nghe An province has great potential for tourism development, so it is necessary to focus on developing its tourism strengths. Measures to ensure security and order should be implemented; and the land clearance work for projects in the province should be prioritized…

Emphasizing that the Quỳnh Lập LNG Thermal Power Plant Project is a crucial, driving, and far-reaching project, Provincial Party Secretary Nguyễn Khắc Thận stated that it must be implemented quickly to bring the project into operation as soon as possible, contributing to the province's development. The Provincial Party Committee unanimously approved the investment plan for the project and assigned the Provincial Party Committee and the Provincial People's Committee to lead the Provincial People's Committee in selecting an investor under special circumstances, accelerating the implementation progress, ensuring compliance with the Power Development Plan VIII, contributing to national energy security, and contributing to the province's economic growth.

Also at the conference, the Provincial Party Committee heard and commented on the Resolutions of the Provincial Party Committee: Strengthening the Party's leadership over the work of protecting national security and ensuring social order and safety in Nghe An province in the period 2026 - 2030; Strengthening the Party's leadership over the work of educating revolutionary ideals, ethics, and cultural lifestyle for the younger generation in the new era in Nghe An province in the period 2026 - 2030; and summarizing the preparation and organization of the 20th Provincial Party Congress, term 2025 - 2030.

Provincial Party Secretary Nguyen Khac Than and Chairman of the Provincial People's Committee Vo Trong Hai presented Certificates of Commendation to 5 collectives that made significant contributions to the preparation and organization of the 20th Provincial Party Congress.

Permanent Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu and Deputy Secretary of the Provincial Party Committee Vo Thi Minh Sinh presented Certificates of Commendation to 10 individuals who made significant contributions to the preparation and organization of the 20th Provincial Party Congress.

During the conference, the Provincial Party Committee also approved the Working Regulations of the Provincial Party Committee, the Standing Committee, and the Executive Committee of the Provincial Party Committee for the 20th term, 2025-2030; the Regulations on the contents that the Standing Committee of the Provincial Party Committee will guide, give policies, give opinions, and authorize the collective Executive Committee of the Provincial Party Committee to resolve some issues in the socio-economic field; the full-term working program of the Provincial Party Committee for the 2025-2030 term; the Working Regulations of the Provincial Party Committee's Inspection Committee for the 20th term; and the inspection and supervision program of the Provincial Party Committee for the 20th term, 2025-2030.

Concluding this discussion, Provincial Party Secretary Nguyen Khac Than assessed that the regulations and rules closely adhere to the Central Government's regulations, building upon the previous term's work while adding new points. Furthermore, they were developed systematically and cautiously based on the Central Government's requirements and the practical situation, ensuring effective leadership and guidance in implementing tasks and solutions during the new term.
