The An Nam Urban Area project in the Dien Nam - Dien Ngoc New Urban Area, Dien Ban town, Quang Nam province, has been repeatedly interrupted and suspended, and although the deadline has passed, it remains unfinished.

The An Nam Urban Area project in the Dien Nam - Dien Ngoc New Urban Area, Dien Ban town, Quang Nam province, has been repeatedly interrupted and suspended, and although the deadline has passed, it remains unfinished.

According to a recent report from the People's Committee of Dien Ban town to the People's Committee of Quang Nam province, the An Nam Urban Area in the Dien Nam - Dien Ngoc New Urban Area project has investment procedures that do not comply with regulations. The project implementation schedule has expired, but the compensation and land clearance plan has not been approved, and land has not been allocated within Dien Ban town.

It is known that the An Nam Urban Area Project, part of the Dien Nam - Dien Ngoc new urban area, is invested by Ha An Real Estate Co., Ltd., and its investment policy was approved by the Quang Nam Provincial People's Committee in Decision No. 2529/QD-UBND dated May 8, 2020. The An Nam Urban Area Project is located in Dien Nam Bac and Dien Nam Trung wards, Dien Ban town. The total area is 194,162.6 m2. The total number of affected households is 180.

Regarding the progress of land clearance work, for agricultural land (180 households), the declaration and inventory of current status have been basically completed; the origin of land has been examined and verified (phase 1) in Dien Nam Trung ward with an area of ​​19,598.3 m2; the origin of land has been examined and verified (phase 1) in Dien Nam Bac ward with an area of ​​51,446.2 m2.

However, the remaining land area in Dien Nam Bac ward has not yet been assessed because the legal status of the agricultural land managed by the ward People's Committee has not been determined, specifically whether it belongs to the 5% public land fund. Regarding the graves (approximately 82 graves), the inventory and counting of the current status have been basically completed.

The investor has advanced 200 million VND according to the contract with the Land Development Center. "Currently, the project's implementation schedule has expired and has not been extended by the competent authority, therefore no compensation or support plan has been drawn up," the People's Committee of Dien Ban town reported.

According to this agency, the implementation of the An Nam Urban Area Project has encountered difficulties and obstacles, resulting in interruptions and temporary suspensions.

Accordingly, from December 2016 to May 2017, the An Nam Urban Area Project was temporarily suspended pending inclusion in the land acquisition list and the 2017 land acquisition plan; in 2018, the project could not be implemented due to the failure to approve the land acquisition project list and was temporarily suspended for review and adjustment of the zoning plan (scale 1/2000) according to Notice No. 80/TB-UBND dated March 20, 2018, and Decision No. 1253/QĐ-UBND dated April 26, 2019, of the Quang Nam Provincial People's Committee (suspension period of more than one year); from 2019 to 2021, the Covid-19 pandemic broke out, so during this period, projects were only implemented sporadically for tasks that did not involve large gatherings of people.

Notably, the An Nam Urban Area Project's implementation deadline expired in Q4/2022, and it was not included in the 2023 and first half of 2024 land use plans (during which time the project saw no work at all). Currently, the An Nam Urban Area Project has not been granted an extension for its implementation deadline.

Meanwhile, most of the agricultural land in the project area is managed by the People's Committee of Dien Nam Bac and Dien Nam Trung wards; the land does not have land use right certificates and is reclaimed and used by local people.

Over time, numerous households have been cultivating and producing on the land, leading to significant land disputes. Resolving land disputes between households in the two wards has been very time-consuming.

The People's Committee of Dien Ban town reported that the An Nam Urban Area Project is affected in both Dien Nam Bac and Dien Nam Trung wards, and the administrative boundary between these two wards has not been specifically determined, thus hindering the implementation of subsequent steps.

The People's Committee of Dien Nam Bac ward does not have legal documents showing that the 5% public land is managed by the People's Committee of the commune/ward, which affects the assessment and confirmation of the land origin of the project.

At the same time, this locality does not yet have a reburial site to relocate the graves affected by the project; some graves have been lost, and their relatives have not yet been found to carry out the declaration and inventory.
