Policy implementation
The district has established a Steering Committee to implement national target programs. In particular, support for people to develop production is mainly concentrated from capital sources of the National Target Program for Sustainable Poverty Reduction and the Program for Socio -Economic Development in Ethnic Minorities and Mountainous Areas (Program 1719). The District People's Committee has issued plans and notified communes and people who are beneficiaries to register their support needs, thereby allocating capital to agencies and units implementing projects and sub-projects on production support. Regularly inspect and promptly remove difficulties and obstacles in the implementation process.
In 2024, after reviewing the needs of people in communes and villages, the whole district has 38 projects to support breeding cows, with a total number of cows expected to be supported of 3,800. Of which, Program 1719 has 24 projects in 13 communes including: Phong Lang, Tong Lanh, Muoi Noi, Chieng Ngam, Chieng Bom, Muong Bam, Long He, Pa Long, Tong Co, Muong Khieng, E Tong, Ban Lam, Chieng Ly, the number of cows expected to be supported is more than 2,000. For the Sustainable Poverty Reduction Program, there are 14 projects in 14 communes, including: Chieng La, Chieng Ngam, Bon Phang, Phong Lang, Muoi Noi, Pung Tra, Nong Lay, Chieng Bom, Muong Bam, Muong Khieng, Co Tong, Co Ma, Ban Lam, Pa Long, the expected number of cows to be supported is more than 1,800. The number of cows supported for the communes depends on the number of beneficiaries from the programs.
Mr. Lo Van Thoa, Head of the District Agriculture and Environment Department, said: 100% of the community projects proposed to support breeding stock for breeding cows. Faced with this reality, the district has established working groups to meet, discuss and mobilize some communities to change their livestock farming model or switch to other crops. However, the communities all want to implement the cow farming model because it is suitable for local conditions and some families already have livestock barns. Some other households have also switched to fish farming or requested support for fertilizer to care for crops.
After approving the project and completing the procedures, the district supported nearly 1,800 breeding cows for the communities, with a total cost of more than 40 billion VND. Specifically, Program 1719 has had 6/24 projects of 8 communes implemented, with 874 breeding cows supported for the people. Including: Tong Lanh Commune supported 167 cows, Chieng Ngam 193 cows, Chieng Bom 178 cows... For the sustainable poverty reduction program, 9/14 projects of 9 communes have been implemented, with 921 supported cows. Including: Phong Lang supported 125 cows, Muoi Noi 184 cows, Pung Tra 112 cows, Nong Lay 193 cows, Chieng La 7 cows, Chieng Bom 153 cows...
Mr. Ca Van Tuong, Party cell secretary and head of Song village, Chieng La commune, said: The village has 93 households, with 2 ethnic groups Thai and La Ha living together. Last February, 50 La Ha households received 50 breeding cows from the State. The people were very excited and actively took care of their livestock to help them grow well and improve their lives.
To help people raise livestock effectively, the district has directed specialized agencies to coordinate with communes to organize training courses and provide technical support to people. Mr. Tran Viet Dung, Director of the Thuan Chau District Agricultural Service Center, said: The Center has coordinated with communes to guide people in building solid barns, raising livestock; techniques for fermenting food and supplementing green food sources and performing periodic vaccinations for livestock. Currently, the number of cows handed over to people are growing and developing healthily, and have developed 38 more calves.
Difficulties to be resolved
However, in the process of implementing production support according to national target programs, there are still difficulties, such as: Program 1719 still has 18/24 projects and the Sustainable Poverty Reduction Program has 5/14 projects that have not been implemented, corresponding to the number of cows lacking to support people being more than 2,000.
The main reason is that after some projects were posted on the national bidding system portal, there were no participating units; the breeding cows supported for the people were domestic breeds, so finding a unit that could meet the criteria for tracing the origin of the breed was difficult; at the same time, the number of supporting breeding cows according to the projects was large, so finding a unit to supply the breed was difficult...
Mr. Ha Trung Thang, Vice Chairman of Thuan Chau District People's Committee, said: To overcome these difficulties, the District People's Committee has directed specialized agencies to advise, appraise, and submit to competent authorities for approval of the contractor selection plan; approve bidding documents and contractor selection results. Direct communes to urgently review the subjects, capital sources, project development, and submit to the District People's Committee for appraisal and approval, avoiding duplication of subjects and exceeding the support budget.
For projects not yet implemented in 2024, direct specialized agencies to coordinate with communes to propagate, mobilize and guide people to choose other production models suitable for local conditions for implementation. Ensure to help people produce effectively and facilitate the search and selection of contractors. It is expected that in 2025, projects will be implemented to support the breeding of breeding pigs, chickens, grass carp; intensive cultivation of coffee and tea trees in an organic direction...
Pay attention to training, fostering and improving the capacity of grassroots cadres and communities participating in the implementation of national target programs. Strengthen inspection, supervision and evaluation during the implementation process, ensuring that projects are on schedule, of high quality and effective; promptly resolve, handle and overcome limitations and obstacles during the implementation process so that capital from the National Target Program can truly be effective, contributing to hunger eradication, poverty reduction and promoting socio-economic development in the locality.
