Launching the "Nationwide Emulation Movement to Build a Learning Society and Promote Lifelong Learning in the period 2023-2030," Prime Minister Pham Minh Chinh requested ministries, sectors, localities, and units to continue effectively implementing the Central Committee's directives and resolutions on education , training, promoting learning and talent, and building a learning society; paying attention to building an open, diverse, flexible, interconnected, and modern education system.
Review and refine mechanisms and policies for building a learning society in a diversified manner, linking learning with practice, talent with virtue, and adapting them to different target groups and localities through new models and effective approaches; promote lifelong learning within families, communities, agencies, and organizations.

Strengthen the dissemination of exemplary models, best practices, and effective methods in the lifelong learning movement to encourage the spirit of "learning in every household, every person, every village, every commune, every district, every province, and every country."
The Prime Minister also called on the Central Committee of the Vietnam Fatherland Front, political and social organizations, associations, the business community, and organizations and individuals both domestically and internationally to actively participate in promoting learning and talent development, building a learning society, and contributing to realizing the aspiration for a prosperous nation and a people who are well-off and happy.
At the launching ceremony, leaders of the Ministry of Education and Training informed about the results of lifelong learning and building a learning society nationwide in recent years. To date, the network of educational institutions has been strengthened and developed in terms of quantity and diversity of operating models. Currently, the country has 71 provincial-level continuing education centers; 619 district-level vocational education and continuing education centers; and more than 10,400 community learning centers, meeting the learning needs of the people…

In particular, to effectively implement the "Building a Learning Society Project giai đoạn 2021 - 2030", the Ministry of Education and Training has coordinated with the Vietnam Association for the Promotion of Learning and other ministries, branches, and central organizations to finalize the draft program for implementing the movement "Nationwide emulation in building a learning society and promoting lifelong learning giai đoạn 2023 - 2030".

The launching ceremony aims to raise awareness among all levels, sectors, and segments of the population about the role, significance, and necessity of lifelong learning and building a learning society. From there, it encourages participation in the emulation movement through concrete and practical actions, promoting lifelong learning within families, clans, communities, agencies, and units.
In Ha Tinh province, the movement to build a learning society has spread throughout the localities in recent years. To date, the province has 216 community learning centers in 216 communes and wards. Over the past period, these centers have organized many important programs and activities, opening nearly 14,000 classes attracting nearly 950,000 people to learn new knowledge and transfer scientific and technological advancements.
