Hoang Hoa determined to clear land for important projects

In line with the development of the province, Hoang Hoa district is one of the localities with many important, breakthrough, regional-linked projects that have been and are being implemented.

The Compensation, Support and Resettlement Council of the WHA Smart Technology Industrial Park Infrastructure Investment and Business Project - Thanh Hoa carries out compensation and site clearance payments to related households.

The highlight of the district's socio -economic development picture in 2024 is that the Prime Minister has issued a decision approving the investment policy and approving the investor of the WHA Smart Technology Industrial Park - Thanh Hoa infrastructure investment and business project, with a scale of 178.51 hectares. The project has a total investment capital of 55 million USD (equivalent to 1,320 billion VND). Identifying this as a key project, creating a driving force to promote local economic development, Hoang Hoa district has resolutely implemented it, especially speeding up the progress of site clearance (GPMB).

It is known that the project must recover 178.51 hectares of agricultural land from nearly 900 households, located in 4 communes: Hoang Quy, Hoang Quy, Hoang Xuyen and Hoang Cat. Hoang Hoa district has focused on implementing and completing the steps according to the process; actively propagating and mobilizing about the significance of implementing the project, creating high consensus and unity among the people. Right in the days before the Lunar New Year of At Ty, the Compensation, Support and Resettlement Council of the WHA Smart Technology Industrial Park Infrastructure Investment and Business Project - Thanh Hoa has urgently paid compensation and site clearance to related households. The district has signed a commitment to complete over 95% of the total volume of site clearance before June 2025 and complete 100% of the volume in 2025. With the district's determination, by the end of January 2025, the total volume of site clearance of the project was over 95% completed, exceeding the set plan.

Along with the above project, in 2025, Hoang Hoa district identified a number of key projects that need to focus on land acquisition and clearance such as: Upgrading and renovating Dien Ban road; Phuc Vinh residential area; Hoang Hoa riverside ecological urban area... These are also traffic projects to attract and open up investment capital for development, contributing to promoting the district's economic growth. According to the plan of the Provincial People's Committee, in 2025, Hoang Hoa district was assigned to implement 38 land acquisition projects, with an area of ​​310.19 hectares. In addition, the district is currently acquiring 9 projects, with an area of ​​83.69 hectares.

Deputy Head of the Department of Natural Resources and Environment of Hoang Hoa district, Le Doan Phuong, said: The common point of the projects is that they all have a relatively large area of ​​land and assets on the land that need to be cleared, directly affecting many households. To complete the task of clearance according to the plan, the Department of Natural Resources and Environment advises the District People's Committee to direct the synchronous implementation of many solutions, focusing on disseminating the benefits and significance of the projects for the development of Hoang Hoa; the 2024 Land Law and new guiding documents related to compensation, support and resettlement so that people can grasp and raise awareness of compensation work. The district assigns departments, branches and sectors to advise on the quick and complete implementation of procedures in clearance; review and propose the order of priority for projects that need to focus on clearance; Coordinate with investors on the situation and project implementation plan to agree on the progress of site clearance and advise the District People's Committee to sign a commitment with investors. At the same time, focus on implementing the work of measuring/extracting maps to ensure quality service for site clearance and site clearance.

Land acquisition and compensation is an important task, which is decisive to the progress of investment projects using land, contributing to the strong improvement of the investment environment. However, in reality, compensation for land acquisition and compensation is always a complicated issue, directly affecting the rights of the people.
