The second Provincial Party Executive Committee Conference (expanded)

On the afternoon of December 3, 2025, the Provincial Party Executive Committee held the second (expanded) Conference to evaluate the results of leadership and direction in implementing tasks in 2025, deploy directions for 2026; and at the same time give opinions on some important contents. The Conference was held in person and online to the Party Committees of 9 central communes of the province.

At the Conference, comrade Nguyen Canh Toan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee reported on the results of work in 2025 and the key tasks of the Provincial Party Committee in 2026. Accordingly, in 2025, the Provincial Party Committee and the Provincial Party Committee Standing Committee proactively grasped the situation, closely followed the documents of the Central Committee, focused and determined in leading and directing the implementation of tasks, ensuring compliance with the practical situation and development requirements of the province. The management work was innovated in a flexible, focused and key direction; assigned specific tasks, ensuring "clear people, clear work, clear responsibilities, clear authority, clear time, clear results", thereby creating a clear change in all fields.
The economic structure continues to shift in the right direction. The growth rate of gross regional domestic product (GRDP) is estimated at 8.06%, exceeding the target assigned by the Government; GRDP per capita is estimated at 71 million VND. Budget revenue in 2025 is estimated at more than 18 trillion VND, reaching 167.95% of the plan, up 59.82% over the same period, reaching the highest level in the term and ever; industrial production, trade, service and tourism activities develop synchronously and stably, the total import and export turnover of all types of goods through the province increased sharply over the same period.
The cultural and social fields have received active attention, people's lives have been improved, ensuring the correct, sufficient and timely implementation of social security policies. Administrative reform, digital transformation, inspection, examination, citizen reception, complaint and denunciation settlement, anti-corruption, and market management have been increasingly improved. National defense, security, social order and safety have been ensured, and national border sovereignty has been maintained.
The work of Party building and political system building has achieved good results. Political and ideological education has been focused on, promptly orienting information and public opinion. The implementation, dissemination and study of Party resolutions have been on schedule, and quality has been improved. The Fatherland Front and socio-political organizations have continued to promote their role in monitoring and social criticism, participating in Party and government building, creating consensus in implementing tasks. The organization of the Congresses of affiliated Party Committees has been directed to ensure progress, successfully organizing the 18th Congress of Lang Son Provincial Party Committee, term 2025 - 2030.

At the conference, delegates basically agreed with the drafts presented at the session, and at the same time proposed and recommended a number of contents on directions and solutions to implement key tasks in 2026.

Speaking at the conference, Comrade Hoang Quoc Khanh, Secretary of the Provincial Party Committee, unanimously assessed the strengths and results of the work in 2025 and approved the goals, tasks, and solutions to focus on leadership and direction in 2026. In order to successfully implement the set goals, he requested Party committees, authorities, the Fatherland Front, socio-political organizations, and members of the Provincial Party Executive Committee, according to their duties and tasks, to closely follow the directive documents of the Central Government, the province, and the practical situation of agencies, units, and localities to continue to promote their roles and responsibilities, focus on overcoming shortcomings and limitations, and urgently concretize the set tasks and solutions. In particular, focusing on leading and directing the effective implementation of goals, tasks, and solutions for socio-economic development, national defense, security, foreign affairs, and Party building work in 2026; 5-year socio-economic development plan for the period 2026 - 2030, promoting economic growth in 2026 to reach the target of 10%; promoting the implementation of breakthrough resolutions of the Politburo, especially Resolutions No. 57-NQ/TW, Resolution No. 71-NQ/TW...; effectively implementing national target programs; allocating public investment capital, promoting disbursement of public investment capital from the first months of 2026; focusing on developing border gate economy, implementing the pilot project to build smart border gates to ensure progress; building infrastructure for industrial parks and clusters, speeding up the progress of key transport projects; focusing on comprehensive leadership in implementing cultural and social development tasks, building inter-level primary and secondary boarding schools for ethnic minorities in border communes; Effectively and synchronously implement plans on tourism development, focusing on community tourism and promoting the value of Lang Son UNESCO Global Geopark; well perform the work of ensuring national defense and security in the province.
The Provincial Party Secretary also requested Party committees at all levels to focus on building a clean and strong Party and political system; to carry out well the work of organization and personnel, to perfect the organizational apparatus, to consolidate and maintain the effectiveness of the 2-level local government model, to promptly remove obstacles and difficulties for smooth operation. To lead and direct the implementation of the Congress Resolution and the Action Program to implement the Resolution of the 18th Provincial Party Congress; to focus on propagating and thoroughly grasping the directives, resolutions and conclusions of the Central and the province; to orient and organize well the propaganda activities on the occasion of major holidays and important political events. To seriously and effectively implement the inspection and supervision program; to step up the fight against corruption, waste and negativity; Resolutely resolve cases and complaints right at the grassroots level, especially before the 14th National Party Congress, the election of deputies to the 16th National Assembly and People's Councils for the 2026-2031 term. Continue to promote the role, improve the quality and effectiveness of supervision and social criticism work of the Vietnam Fatherland Front and socio-political organizations, and promote the strength of great national unity.
He emphasized that members of the Provincial Party Standing Committee, members of the Provincial Party Executive Committee, Party committee members, and leaders at all levels must perform their roles and responsibilities well at the grassroots level; strengthen inspection, supervision, support, and guidance for communes and wards to resolve difficulties and problems, ensuring the most effective implementation of tasks.

During the program, delegates also studied and unanimously approved the draft reports of the Provincial Party Committee on: summarizing the implementation of Resolution 43-NQ/TU dated August 23, 2021 on improving the investment and business environment, enhancing the competitiveness of Lang Son province in the period of 2021 - 2025; summarizing the implementation of Resolution No. 47-NQ/TU dated September 9, 2021 on sustainable poverty reduction in Lang Son province in the period of 2021 - 2025, with a vision to 2030; implementing Resolution No. 58-NQ/TU dated November 29, 2021 on ethnic affairs and implementing the overall project for socio-economic development in ethnic minority and mountainous areas in Lang Son province, period 2021 - 2030.../.
