Online conference on arrangement and handling of headquarters and public assets after rearranging the organizational apparatus and administrative units

On December 4, 2025, Comrade Do Thanh Trung, Deputy Minister of Finance chaired the National Online Conference on the arrangement and handling of headquarters and public assets after the reorganization of the apparatus and administrative units (ADUs). Attending the conference at the Lang Son province bridge were Comrade Tran Thanh Nhan, Vice Chairman of the Provincial People's Committee, and leaders of a number of relevant departments and branches.

To serve the arrangement, placement, and handling of headquarters, houses, and public land when arranging administrative units according to the 2-level local government model, the Ministry of Finance has submitted to the Government 16 Decrees, the Prime Minister issued 01 Decision, the Ministry of Finance issued 01 Circular, and at the same time issued legal documents to thoroughly decentralize and delegate power to local authorities in the management and use of assets under local management; in addition, it has organized inspection teams and training courses for provincial and commune-level officials and civil servants of 34 localities.

By December 1, 2025, the total number of houses and land that have been processed is 17,496, accounting for 65.89% (in November 2025, localities have processed 2,352 facilities). Of which, 798 facilities are arranged for medical purposes, 4,002 facilities for educational purposes, 1,314 facilities for cultural and sports purposes, and 7,952 facilities are arranged as offices and operating facilities of administrative agencies. There are currently 9,056 surplus houses and land that need to be further processed.

Regarding the provision of cars, machinery and equipment, 3,232 commune-level administrative units (accounting for 97.32%) are equipped with cars for work; 73 communes in Thanh Hoa province, 11 communes in Dong Thap province, and 5 communes in Son La province have not been equipped with cars for work. Up to now, 100% of commune-level administrative units have reported being fully equipped with machinery and equipment for work.

For Lang Son province, the Provincial People's Committee has reviewed and inspected the current status and issued documents and decisions on approving plans to rearrange and handle houses and land of agencies, organizations and units under the province's management. Accordingly, from January 1, 2025 to now, 695 surplus houses and land have been completed after rearranging the organizational apparatus and administrative units, of which 25 were arranged as working offices, 76 were arranged as educational and training facilities, 85 were arranged as medical facilities, 509 were used for other purposes; 554 houses and land have been handled in the form of recovery and transfer to local management and handling. The province has no surplus houses and land that need to be handled arising in the reporting period.

Concluding the meeting, Deputy Minister of Finance Do Thanh Trung requested local Party committees and authorities to continue to pay attention to leading and directing the arrangement and handling of surplus public headquarters and assets; clearly assigning people and tasks in the process of implementing tasks; regularly urging, inspecting, and promptly directing the removal of difficulties and obstacles, especially in the handling of public assets, ensuring facilities, equipment, and means for units and commune-level People's Committees to perform their tasks well after the arrangement; in addition, continuing to review and fully promulgate legal documents according to assigned authority in accordance with legal regulations. Units of the Ministry of Finance continue to pay attention to coordinating and guiding localities to remove difficulties and obstacles in the process of arranging surplus public headquarters and assets.
