47th ASEAN Summit: Prime Minister meets with leaders of countries and international organizations

According to the special correspondent of the Vietnam News Agency, on the occasion of attending the 47th ASEAN Summit and related Summits in Kuala Lumpur (Malaysia), on the afternoon of October 26, Prime Minister Pham Minh Chinh had meetings with Lao Prime Minister Sonexay Siphandone, Japanese Prime Minister Takaichi Sanae, ASEAN Secretary General Kao Kim Hourn, World Bank (WB) Vice President Carlos Felipe Jaramillo and FIFA President Gianni Infantino.

In a conversation with Lao Prime Minister Sonexay Siphandone, Prime Minister Pham Minh Chinh thanked the Lao Party, State and Government for their concern, encouragement and sympathy for the huge losses of life and property caused by storms No. 10 and 11 and the severe floods in Vietnam in recent days, and also sympathized with Prime Minister Sonexay Siphandone for the heavy damage caused by recent floods in Laos.

Appreciating the positive economic growth achievements in Laos in recent times, Prime Minister Pham Minh Chinh affirmed that Vietnam always strongly and comprehensively supports Laos's renovation process; firmly believes that, under the leadership of the Lao People's Revolutionary Party, the close supervision of the National Assembly and the effective management of the Government, the brotherly country of Laos will continue to gain many new and greater victories. The Prime Minister believes that Lao friends will successfully implement the goals of the Resolution of the 11th Congress of the Lao People's Revolutionary Party and the 9th Five-Year Socio-Economic Development Plan, practically celebrate the 50th anniversary of the National Day of the Lao People's Democratic Republic, successfully organize the 12th National Party Congress, and successfully build a peaceful , independent, democratic, unified and prosperous Laos.

Prime Minister Pham Minh Chinh affirmed that Vietnam attaches special importance to and gives the highest priority to its relations with Laos, always striving to foster and further develop the Vietnam-Laos relationship sustainably and increasingly in depth.

The two Prime Ministers assessed that, in recent times, the implementation of cooperation aspects has effectively implemented the High-level Agreements and the results of the 47th Session of the Intergovernmental Committee. Many important projects have been completed, becoming highlights in the relationship between the two countries, typically the inauguration ceremony of wharf No. 3 of Vung Ang Port, the project to build a database for population management and citizen identification cards, and the preparation for the inauguration of the Friendship Hospital and Friendship Park.

The Prime Minister requested relevant ministries and sectors of the two countries to actively coordinate and exchange to effectively implement key projects connecting the two economies, especially in transport (including highways and railways), energy, trade, investment, training and development of high-quality human resources and building sustainable supply chains. The Prime Minister emphasized that Vietnam is committed to actively sharing experiences and continuing to support Laos in the process of building guidelines and policies for national development, digital transformation and innovation.

Lao Prime Minister Sonexay Siphandone agreed with the assessments and sharing of Prime Minister Pham Minh Chinh; sincerely thanked Vietnam for its wholehearted, righteous assistance and selfless, pure support for Laos during the past struggle for national liberation as well as the country's development today; agreed on the two sides to strengthen close coordination to effectively and on schedule implement key projects, practically celebrating the important anniversaries of the two Parties and two countries in 2025.

In addition to the achieved results, the two Prime Ministers said that the two sides need to resolutely implement cooperation directions, achieving practical results from now until the end of the year, creating breakthroughs to prepare for a new phase of cooperation between the two countries.

The two Prime Ministers agreed to closely coordinate and effectively implement high-level agreements between the two countries; increase delegation exchanges at all levels and through all channels, continuously consolidate the special and strong political trust; strengthen the pillar of cooperation in defense and security; pay special attention and agree to continue to create breakthroughs, raise the level of cooperation, and connect economics, trade and investment to be worthy of the great friendship between the two countries.

The two sides will vigorously implement key projects of political significance and large scale; continue to closely coordinate at multilateral forums, support and protect each other's legitimate interests in the international arena; and coordinate to prepare and best organize the 48th Intergovernmental Committee Meeting between the two countries in the coming time.

* Meeting with new Japanese Prime Minister Takaichi Sanae, Prime Minister Pham Minh Chinh congratulated Ms. Takaichi Sanae on her recent election as Prime Minister of Japan; affirmed that Vietnam always considers Japan a top strategic partner and is ready to promote the development of the bilateral relationship to become increasingly strong, comprehensive and substantive.

The two Prime Ministers expressed their delight at the positive development of the Vietnam-Japan friendly cooperation and the substantial progress after two years of upgrading to Comprehensive Strategic Partnership.

Discussing major orientations and measures to further deepen the Vietnam-Japan Comprehensive Strategic Partnership, the two Prime Ministers agreed to increase contacts and exchanges at high and all levels; promote effective implementation of commitments and agreements between the two countries' senior leaders, especially in economic cooperation.

Prime Minister Pham Minh Chinh proposed that Japan provide official development assistance (ODA) capital to Vietnam to implement key infrastructure projects; implement specific cooperation contents within the framework of newly established cooperation pillars in science and technology, high-quality human resource training, digital transformation, green transformation, semiconductors, and energy; strengthen substantive and effective cooperation between localities of the two countries and promote people-to-people exchange; and continue to create favorable conditions for the Vietnamese community living, working, and studying in Japan.

On this occasion, Prime Minister Pham Minh Chinh invited Prime Minister Takaichi Sanae to pay an official visit to Vietnam at an appropriate time.

Agreeing with and appreciating the cooperation proposals of Prime Minister Pham Minh Chinh, Prime Minister Takaichi Sanae affirmed that the Japanese Government always attaches importance to and prioritizes the development of bilateral relations; is ready to closely coordinate with the Vietnamese Government to promote the Vietnam-Japan Comprehensive Strategic Partnership to a new height, more trustworthy, effective and substantive. Prime Minister Takaichi Sanae expressed that he will visit Vietnam at an appropriate time.

Receiving WB Vice President Carlos Felipe Jaramillo, Prime Minister Pham Minh Chinh congratulated Mr. Jaramillo on his appointment as WB Vice President in charge of the East Asia - Pacific region (from September 2025) and believed that with his capacity and extensive experience, Mr. Jaramillo will continue to make important contributions to the development of the WB as well as the good cooperative relationship between this institution and Vietnam in the coming time.

Sharing about recent socio-economic development achievements, the Prime Minister said that Vietnam is estimated to achieve economic growth of over 8% this year, with a Gross Domestic Product (GDP) of 510 billion USD, becoming the 32nd largest economy in the world with an average income per capita of about 5,000 USD.

To contribute to bringing Vietnam into a new development phase with the target of double-digit growth in the coming years, the Prime Minister requested the WB to step up consultation, connect Vietnam's economy with the world economy, increase resource mobilization, especially lending to Vietnam with more preferential interest rates and faster, more convenient procedures.

In particular, the Prime Minister hopes that the WB will innovate its approach and improve the effectiveness of its support for Vietnam in key projects such as planting 1 million hectares of low-emission, high-quality rice in the Mekong Delta as well as important areas for Vietnam such as green transformation, participating in ASEAN's clean power grid, responding to climate change, preventing subsidence and natural disasters, etc.

On this occasion, the Prime Minister invited Mr. Jaramillo to soon visit Vietnam to discuss specific cooperation measures with specialized agencies.

For his part, the WB Vice President congratulated Vietnam on the occasion of the 80th anniversary of National Day, and highly appreciated and expressed his impression of Vietnam's efforts and achievements in socio-economic development and improving people's lives in recent times. Agreeing with the proposals of Prime Minister Pham Minh Chinh, Mr. Jaramillo affirmed that the WB will continue to actively cooperate with Vietnam, accompany and support Vietnam in achieving its development goals in the coming time. He expressed his wish to soon visit Vietnam to work directly with relevant agencies to concretize the contents discussed and agreed upon with the Prime Minister.

Receiving ASEAN Secretary General Kao Kim Hourn, Prime Minister Pham Minh Chinh highly appreciated the important role and contributions of the ASEAN Secretariat and Secretary General Kao Kim Hourn personally in coordinating the process of building the ASEAN Community, connecting and supporting member countries, including Vietnam, to participate in ASEAN cooperation in recent times.

The Prime Minister expressed his hope that the ASEAN Secretariat will continue to promote its role in the new phase of ASEAN, working with member countries to successfully implement the ASEAN Community Vision 2045 and strategic plans.

Mr. Kao Kim Hourn thanked the Prime Minister for his good feelings towards the Secretariat and the Secretary General personally, affirming that Vietnam is "one of the prominent key member countries" of ASEAN with an increasingly important and positive role and contribution.

The Secretary-General shared that ASEAN is entering a new phase in the process of building the Community with many positive results in intra-bloc cooperation, especially in economics, trade, investment, infrastructure connectivity, and power grid cooperation. It is increasingly valued by partners and they want to promote cooperation, while also facing many internal and external challenges related to peace, security, and development in the region.

In the context of rapid and complex international changes, Prime Minister Pham Minh Chinh and Secretary General Kao Kim Hourn agreed that ASEAN needs to make more efforts to maintain intra-bloc solidarity and its central role in solving common regional issues; increase strategic autonomy, connectivity between economies, diversify markets and partners, open up new development and cooperation spaces in Latin America, the Middle East and Europe; increase investment in science and technology, especially digital technology, artificial intelligence (AI), and semiconductor chips to create new momentum for development; promote cultural and educational cooperation and people-to-people exchange.

Secretary-General Kao Kim Hourn thanked the Prime Minister and the Vietnamese Government for their personal attention to the Secretariat, pledged to continue to closely coordinate and support Vietnam and member countries in the process of building the Community, and expressed his willingness to create conditions for high-quality Vietnamese human resources to work at the ASEAN Secretariat.

At the meeting between Prime Minister Pham Minh Chinh and FIFA President Gianni Infantino, President Gianni Infantino affirmed that he always appreciates and supports the development of Vietnamese football. Mr. Infantino commented that in recent times, Vietnamese football has made many positive steps forward, Vietnamese football players are increasingly improving both physically and technically. He wishes to build a FIFA Football Academy in Vietnam, thereby contributing to further improving the capacity of Vietnamese football.

Prime Minister Pham Minh Chinh thanked the FIFA President for his support of Vietnamese football in the past and hoped that Mr. Gianni Infantino would continue to support the development of Vietnamese football, connecting Vietnamese football with Italian football, one of the leading football nations in the world. The Prime Minister also invited the FIFA President to visit Vietnam soon and participate in a number of activities related to Vietnam. Mr. Gianni Infantino happily accepted the invitation.
