National conference to review the implementation of Power Plan VIII

On the afternoon of September 11, Deputy Prime Minister Bui Thanh Son chaired a national online conference to review the implementation of Decision 768/QD-TTg on adjusting the Power Plan VIII. At the Ca Mau provincial bridge, Vice Chairman of the Provincial People's Committee Huynh Chi Nguyen and representatives of departments and branches attended.

In the first 8 months of the year, the largest consumption capacity of the national power system reached a record 54,370 MW (up 11.1% compared to 2024). Electricity supply in the first 8 months of 2025 basically met the actual electricity demand, ensuring electricity supply during holidays, Tet, and major and important political and cultural events of the country.

However, the ability to supply electricity in the coming period will depend largely on the development of baseload power sources (coal-fired thermal power, LNG power), renewable energy sources, storage batteries, especially power sources in the Northern region.

According to the adjusted power planning VIII, Ca Mau province is planned to increase compared to the current status by 2,309 MW with 34 wind power projects; increase 02 concentrated solar power projects with a capacity of 100 MW; investors have surveyed, researched, proposed investment policies for the project according to regulations and 117 MW of self-produced and self-consumed rooftop solar power.

In the province, 01 power project has been put into operation; 04 projects have been completed, expected to be operational by the end of 2025, and the remaining 10 projects have not been implemented.

In addition, the project to export electricity from renewable energy sources in Ca Mau province with an expected capacity of 2,000 - 5,000 MW and 10,000 MW of offshore wind power for export is in the process of being reviewed and implementing steps according to regulations.

At the conference, many solutions and recommendations were proposed to overcome and resolve difficulties, focusing on removing difficulties in policy mechanisms, amending laws and regulations in accordance with the actual situation of investment and planning of power projects; at the same time, promoting implementation solutions such as: Promoting rooftop solar power and concentrated solar power with storage batteries; increasing the scale of offshore wind power capacity in the period of 2031 - 2035; expanding investment participants; decentralizing to localities to select investors; developing plans to import electricity from abroad to supplement the North.

In the spirit of both ensuring energy security and supplying electricity for national electricity needs, speaking at the conference, Deputy Prime Minister Bui Thanh Son suggested:

Investors urgently accelerate progress as required by the Government for power projects that have investors. The Ministry of Industry and Trade presides over and urges investors to accelerate progress of all approved projects, but must still ensure quality and follow prescribed procedures. Provincial People's Committees proactively coordinate with investors to carry out site clearance work well according to regulations, creating favorable conditions for power projects to be implemented soon.

For projects that do not have investors, the Ministry of Industry and Trade must immediately select investors according to the VIII power plan and complete it in the fourth quarter of 2025; at the same time, speed up investment progress according to regulations.

People's Committees of provinces and cities urgently update the list of power sources and grids identified in the adjustment of the 8th power plan into the provincial and specialized plans; organize the selection of investors according to their authority, and arrange land funds for the development of power projects according to the provisions of law.

Regarding difficulties and problems, relevant ministries, branches, localities and units must proactively review and promptly propose solutions to competent authorities, to avoid projects being delayed due to administrative procedures.
