National Conference to Review the Implementation of the Power Development Plan VIII

On the afternoon of September 11, Deputy Prime Minister Bui Thanh Son chaired a national online conference to review the implementation of Decision 768/QD-TTg on adjusting the VIII Power Plan. At the Ca Mau province bridge, Vice Chairman of the Provincial People's Committee Huynh Chi Nguyen and representatives of departments and branches attended.

In the first eight months of the year, the national power system's peak consumption reached a record 54,370 MW (an 11.1% increase compared to 2024). Electricity supply in the first eight months of 2025 will basically meet actual electricity demand, ensuring electricity supply during holidays, Tet (Lunar New Year), and major political and cultural events of the country.

However, electricity supply capacity in the coming period will depend heavily on the development of base-load power sources (coal-fired power plants, LNG power plants), renewable energy sources, battery storage, especially power sources in the northern region.

According to the revised Power Development Plan VIII, Ca Mau province is planned to increase its capacity by 2,309 MW compared to the current situation, with 34 wind power projects; an additional 2 concentrated solar power projects with a capacity of 100 MW; investors have already surveyed, researched, and proposed investment policies for projects in accordance with regulations; and 117 MW of rooftop solar power for self-production and self-consumption.

Within the province, one power project has come into operation; four projects have been completed and are expected to be operational by the end of 2025, while the remaining 10 projects have not yet been implemented.

In addition, the project to export electricity from Ca Mau province using renewable energy sources with an expected capacity of 2,000 - 5,000 MW and 10,000 MW of offshore wind power for export is currently under review and implementation according to regulations.

Vice Chairman of the Provincial People's Committee Huynh Chi Nguyen delivered a speech at the conference.

At the conference, many solutions and recommendations were put forward to overcome and resolve difficulties, focusing on removing obstacles related to policy mechanisms, amending laws and regulations to suit the actual situation regarding investment and planning of power projects; and simultaneously promoting implementation solutions such as: promoting rooftop solar power and concentrated solar power with battery storage; increasing the scale of offshore wind power capacity in the period 2031 - 2035; expanding the scope of investment participants; decentralizing the selection of investors to localities; and developing plans to import electricity from abroad to supplement the North.

With the aim of both ensuring energy security and supplying electricity to meet national needs, Deputy Prime Minister Bui Thanh Son, speaking at the conference, proposed:

Investors are urged to expedite the progress of power projects that have already been assigned investors, as required by the Government. The Ministry of Industry and Trade will take the lead in urging investors to accelerate the progress of all approved projects, while still ensuring quality and adherence to prescribed procedures. Provincial People's Committees will proactively coordinate with investors to effectively carry out land clearance work according to regulations, creating favorable conditions for the early implementation of power projects.

For projects without investors, the Ministry of Industry and Trade must immediately proceed with the selection of investors according to the Power Development Plan VIII and complete it in the fourth quarter of 2025; at the same time, accelerate the investment progress as prescribed.

The People's Committees of provinces and cities should promptly update the list of power sources and grids identified in the revised Power Plan VIII into provincial and specialized plans; organize the selection of investors according to their authority, and allocate land for the development of power projects in accordance with the law.

Regarding difficulties and obstacles, relevant ministries, departments, localities, and units must proactively review and promptly propose solutions to competent authorities, preventing delays in project implementation due to administrative procedures.
