According to the Office of the Quang Tri Provincial Civil Defense Command , as of November 3, the entire province has recorded more than 100 schools being flooded, affecting the learning of about 28,500 students in districts such as Nam Hai Lang, Hai Lang, My Thuy, Dien Sanh, Le Thuy, Ninh Chau, Bo Trach...
In Nam Hai Lang commune, the most affected area, 21 schools were flooded. The water level rose from 0.5 to 0.6 meters, causing the school yard and many functional areas to be submerged.
According to the National Center for Hydro-Meteorological Forecasting, currently, floods on the Bo River, Huong River (Hue City), and Vu Gia - Thu Bon River ( Da Nang City) are receding. Floods downstream of the Ngan Sau River (Ha Tinh) have fallen below the warning level (BĐ1). Floods on the Kien Giang and Thach Han Rivers (Quang Tri) have peaked and are receding slowly; the peak flood level on the Kien Giang River at Le Thuy station is 3.47m (11pm on November 3), 0.77m above BĐ3; on the Thach Han River at Thach Han station is 5.83m (10pm on November 3), 0.17m below BĐ3.
Meanwhile, some kindergartens and primary and secondary schools in Hai Tan and Hai Hoa areas have had 20-30 cm of water flood into classrooms, posing a risk to students’ safety and damaging facilities. The commune currently has more than 4,240 students temporarily absent, including more than 750 kindergarten students, 2,720 primary and secondary school students and 765 high school students.
In Vinh Dinh commune, the flood also submerged 10 schools, including 5 primary and secondary schools and 5 kindergartens. To ensure safety, the local government decided to let more than 3,330 students stay home from school from November 2.
A similar situation occurred in Ninh Chau commune with 5 schools being flooded. Primary, secondary and kindergarten schools in Tan Ninh and Duy Ninh were forced to adjust their study plans, allowing students to take time off to avoid the flood since the end of October.

Schools in Cam Lo commune let students stay home and informed parents to pick them up early due to the risk of flooding due to heavy rain.
The floods have also severely affected the school system in Ha Tinh . According to the Ha Tinh Department of Education and Training, as of 7 a.m. on November 3, 34 out of 676 educational establishments in the province had to temporarily suspend operations, involving 18,464 students in 538 classes.
Specifically, Kindergarten - Primary - Secondary School: 28 schools, 13,417 students affected by traffic disruption, local flooding. High School: 3 schools, 3,528 students had to stay home from school. Continuing Education: Cam Xuyen Continuing Education Center had to stay home from school with 398 students. Secondary and College: Ha Tinh Vocational Secondary School and Nguyen Du College had 1,121 students temporarily staying home from school.
The Ha Tinh Department of Education and Training has requested schools to assign staff to be on duty 24/7, ready to evacuate documents and teaching equipment to high areas; ensure communication and regular reporting to have timely response measures.
The Education sector also aims to minimize disruption to learning and prepare make-up plans when the weather stabilizes.
Concentrate maximum resources to ensure school safety and soon stabilize teaching and learning activities.
Faced with the complicated flood situation in the Central region, the Minister of Education and Training issued Official Dispatch No. 1926/CD-BGDDT to the Directors of the Departments of Education and Training of Quang Tri, Hue, Da Nang and Quang Ngai provinces, requesting maximum resource concentration to ensure school safety and soon stabilize teaching and learning activities.
The dispatch emphasized five key tasks including: urgently overcoming the consequences of floods, environmental sanitation and disease prevention; checking the safety level of facilities, resolutely not using classrooms at risk of collapse; supporting teaching equipment, textbooks and necessities for affected teachers and students; fully recording damage to people, property and teaching plans; and continuously updating reports to the Provincial People's Committee and the Ministry of Education and Training to have timely support measures.
Although the rain has not stopped and floodwaters in many areas are still rising rapidly, local education sectors are making efforts to implement solutions to minimize disruptions to learning.
Some schools have prepared temporary online teaching plans in qualified locations, made plans to make up for lost classes after the flood receded, and mobilized union members, parents, and militia to clean and disinfect classrooms to welcome students back soon.
The ultimate goal is to ensure the safety of students and teachers, and to quickly restore schools to normal operations after natural disasters.
Floods on rivers in Ha Tinh and Quang Tri are likely to rise again.
It is forecasted that in the next 12 hours, floods on Huong River, Bo River and Thu Bon River will continue to decrease and be at level 2 - 3; Vu Gia River will continue to decrease and be below level 2.
In the next 12-24 hours, flood on Huong River and Bo River will continue to decrease and be above level 2; Vu Gia - Thu Bon River will continue to decrease and be at level 1 - 2.
Warning: From now (November 4) to November 5, floods on rivers in Ha Tinh and Quang Tri are likely to rise again. During this flood, the peak water level on Ngan Sau and Ngan Pho rivers (Ha Tinh), Gianh, Kien Giang, and Thach Han rivers (Quang Tri) will rise to level BĐ2-BĐ3, with some rivers above BĐ3.
Warning of flooding risk in low-lying areas along rivers, urban areas, and densely populated areas in provinces/cities from Ha Tinh to Da Nang. High risk of flash floods on rivers and streams and landslides on slopes in provinces/cities from Ha Tinh to Da Nang.
Flood disaster risk warning level: Level 2
River floods inundate low-lying areas along the river, affecting activities such as waterway transport, aquaculture, agricultural production, people's lives and socio-economic activities.
