Training and improving skills for rural workers in accordance with local needs and practical conditions has been and is being effectively implemented by M'Drắk district.

Practical and effective

M'Drắk is a purely agricultural and disadvantaged district of the province, with up to 46% of the population being ethnic minorities. Therefore, vocational training is considered a key factor in solving employment for rural workers. Therefore, in recent times, local authorities have been more proactive in developing annual vocational training plans in conjunction with production development plans and new rural construction plans, in line with the local socio -economic situation.

Every year, the District Vocational Education - Continuing Education Center conducts a survey on the actual vocational training needs of workers to select and organize training occupations that are close to the wishes and labor needs such as: agricultural machinery repair, animal husbandry, civil sewing, civil construction...

Vocational training classes are conducted flexibly in terms of time, mainly in the afternoons and evenings during the week; the locations are in villages and hamlets to create the most favorable conditions for students to study.

To improve the quality of vocational training, the training program content is constantly renewed; in which, in addition to focusing on forming proficient technical expertise for students, the Center also focuses on supplementing knowledge about: product introduction, customer search, job search skills, especially professional awareness, labor discipline according to industrial labor style... Theoretical learning content combined with practical guidance at typical farms and models in rural areas helps students easily acquire knowledge.

Thanks to basic vocational training, the skilled labor force of M'Drắk district has been significantly improved. Some students, after receiving appropriate vocational training, have participated in labor export, while the majority have started their own businesses, developed farm economy, household economy with sewing, construction, etc., thereby changing the family economy, contributing to changing the face of the countryside.

Mr. Vo Thanh Huong, the officer in charge of vocational training at the Center for Continuing Education and Vocational Training of M'Drắk District, said that most of the laborers in the district depend on agricultural production, so vocational training for agricultural groups has helped people become more confident in doing household economic activities. The number of students who have been trained in vocational training, especially in animal husbandry, has changed the method of raising animals. For example, in raising cattle, after completing vocational training, students no longer raise large herds of cattle, with large numbers but not meeting quality standards. Instead, they raise them for meat and improve the quality of breeding animals to increase productivity and develop the economy in the direction of commodities.

Increase employment opportunities

M'Drắk district determined that vocational training for rural workers must be   associated with employment opportunities for workers after training, thereby contributing to shifting the labor structure from the agricultural sector to participate in industry and services.

Therefore, in recent times, the local government has coordinated with businesses inside and outside the province, Dak Lak Employment Service Center... to open an average of 10 job transaction sessions/year; promote propaganda and connection work, especially through the Facebook page "Center for Continuing Education - M'Drắk District - Free job introduction" to introduce and connect jobs for workers in the area.

However, the number of workers recruited into units in need of this human resource is still modest. Although the district focuses on orientation and vocational training for some non-agricultural occupations, the number of workers working in this field after training is still small. The reason is partly because there are not many companies, factories, and businesses in the district; after vocational training, students mainly create jobs for themselves, apply the knowledge they have learned to actual production and business at home, and are not bold enough to change their development direction, and do not dare to break out to work in enterprises, in industrial parks and clusters in the province and outside the province.

Ms. Nguyen Thi Tuyet Phoi, Deputy Head of the District Department of Labor, War Invalids and Social Affairs, said that with economic development, to adapt to the new context, the demand for high-quality human resources is increasing. The district has determined to focus on training non-agricultural occupations for workers associated with restructuring rural industries and occupations. In the coming time, in order for vocational training activities for rural workers to promote positive effects and create many job opportunities for local workers, the district will continue to improve the quality of vocational training; promote propaganda and raise awareness of the purpose of vocational training to gain knowledge, know how to apply science and technology, skills to find jobs and change careers to increase income. Along with that, it is necessary to do a good job of forecasting labor market and employment needs to open appropriate training classes; expand links and joint ventures with businesses and production and business establishments to recruit and solve jobs for workers after vocational training...

From 2016 to present, M'Drắk district has organized 64 vocational training classes for rural workers with nearly 2,200 students attending. Up to now, the basic vocational training classes have been effective, the rate of trained workers with jobs is about 80%.
