Conclusion of the Politburo on personnel work policy

At the meeting on March 7, after listening to the Central Organizing Committee report on the policy of temporarily suspending recruitment, appointment, and introduction of candidates for leadership and management positions in agencies and units due to organizational restructuring, the Politburo concluded the following contents:

Specifically, continue to effectively implement Conclusion No. 121-KL/TW, dated January 24 of the Party Central Committee on summarizing Resolution No. 18-NQ/TW, dated October 25, 2017 of the Party Central Committee, 12th tenure, on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently; Conclusion No. 126-KL/TW, dated February 14 and Conclusion No. 127-KL/TW, dated February 28 of the Politburo and Secretariat, 13th tenure, on implementing research and proposing to continue to reorganize the apparatus of the political system.

From March 7 until the completion of the project to disorganize district-level administrative units and merge and consolidate a number of provincial-level administrative units, reorganize commune-level administrative units; reorganize and streamline the Fatherland Front agencies, socio-political organizations, and mass organizations assigned by the Party and State; and unify a number of policies.

For the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned tasks by the Party and State at the Central level, temporarily suspend recruitment, planning, mobilization, rotation, appointment, and nomination of candidates for leadership and management positions in these organizations and affiliated agencies and units.

At the provincial level, temporarily suspend recruitment, planning, mobilization, rotation, appointment, and approve the policy of perfecting the positions of deputy secretary, chairman of the People's Council, chairman of the People's Committee, vice chairman of the People's Council, vice chairman of the People's Committee of the province and city; perfect and supplement the Party Committee, standing committee of the Party Committee for the 2020-2025 term and leaders at the head and deputy head levels of the Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and State.

For district and commune levels, temporarily suspend recruitment, planning, mobilization, rotation, appointment, nomination of candidates for leadership and management positions and complete and supplement Party committees, standing committees of Party committees, secretaries and deputy secretaries at district and commune levels.

In special cases, it is really necessary to improve and supplement some positions as follows:

- The positions of deputy secretary, chairman of the people's council, chairman of the people's committee, vice chairman of the people's committee of the province or city; the completion and addition of members of the standing committee of the provincial party committee, leaders of the Vietnam Fatherland Front, socio-political organizations, and mass associations assigned tasks by the Party and the State at the Central level, the party committees and organizations at all levels shall report to the Politburo and the Secretariat for consideration of each case to approve the implementation of the process of completion and addition of personnel.

- The Standing Committee of the provincial Party Committee shall report to and seek the opinion of the Central Organizing Committee for the positions of Secretary, Deputy Secretary, Chairman of the People's Council, Chairman and Vice Chairman of the People's Committee at the district level before carrying out the process of perfecting and supplementing personnel according to regulations.

- The positions of secretary, chairman of the people's council, and chairman of the people's committee at the commune level shall be considered and weighed carefully, cautiously, and comprehensively by the standing committee of the provincial party committee before deciding, and shall be responsible to the Politburo for its decisions.

The consolidation and supplementation of leadership and management positions according to the policies of the Politburo and the Secretariat will continue to be implemented according to regulations. For other cases, if the personnel process has been carried out and a written request has been sent to the competent authority (at the central level, the Central Organizing Committee) before March 7, 2025, it will be considered according to regulations.

For leadership and command positions in the army, police, people's courts, and people's procuracies at the local level, the Politburo assigned the Standing Committees of the Central Military Commission, the Central Public Security Party Committee, the Supreme People's Court Party Committee, and the Supreme People's Procuracy Party Committee to base on the Politburo's policies to lead, direct, concretize, and organize implementation to ensure unity and suitability with the situation and practical requirements of the unit.

The Standing Committees of provincial Party Committees, municipal Party Committees, Party Committees directly under the Central Committee and relevant Party Committees, Party organizations, agencies and units are responsible for leading, directing, concretizing and organizing implementation to ensure unity, synchronization and closeness in accordance with the Politburo's policies.

The Politburo assigned the Central Organizing Committee to monitor the implementation in agencies, units and localities; promptly report to the Politburo and the Secretariat for consideration and direction in case of arising problems. After the Party Central Committee, the Politburo, the Secretariat and the competent authority decide on a specific arrangement plan for the organization of the political system, they will proactively advise and propose the Politburo to continue directing related contents regarding personnel work according to regulations.

During the implementation process, if any problems arise, the Party committees, agencies, units and localities must promptly report to the Politburo and the Secretariat (through the Central Organizing Committee).
