
This activity takes place in the context of Resolution 57/NQ-TW of the Politburo and the Law on Science, Technology and Innovation 2025, which identify innovation as the central driving force of national development.
In his opening remarks, Associate Professor, Dr. Dao Ngoc Chien, Director of the National Science and Technology Development Fund, emphasized that the Science and Technology Innovation Portal is built as a national digital infrastructure with the function of receiving, evaluating, recording, and connecting innovations. The portal allows all organizations and individuals – from scientists, experts in businesses, lecturers, students to citizens – to propose innovations in a transparent, standardized, and convenient manner. This is considered an important tool to unlock social intellectual resources and promote the dissemination of knowledge into practice.

Notably, the Innovation Portal integrates a global network of Vietnamese AI experts, aiming to improve the quality of evaluation and the capacity to process and classify innovations in a modern way.
According to the National Science and Technology Development Fund, Vietnam has more than 500 artificial intelligence experts working at leading research institutes, universities, and technology companies worldwide . When integrated into the Innovation Portal, this network will support technical advice, peer review, international networking, and accompany research groups and businesses in the process of refining and applying innovations.
Integrating the AI expert network into the Science and Technology Innovation Portal is considered a significant step in realizing the goal of creating an open knowledge infrastructure as set out in Resolution 57. Not only does it help improve the quality of innovations, but the network also acts as a bridge between Vietnamese knowledge domestically and the international expert community, facilitating domestic innovations to access international standards and expanding opportunities for collaboration.
At the workshop, representatives from universities, science and technology departments, research institutes, and businesses all recognized the Innovation Portal as a platform with great potential.
For universities, this is a tool that helps lecturers and students propose ideas, conduct research, and transfer knowledge. For local authorities, the portal helps find solutions to serve management, socio-economic development, and promote digital transformation.
Businesses can access initiatives, strong research groups, and experts within the AI network to solve practical problems.
Representatives from the National Science and Technology Development Fund stated that, in the future, the Innovation Portal will be developed towards further modernization and automation of processes, while integrating analytical, suggestive, and connecting tools to support the application of innovations.
The global AI expert network is a priority component for expansion, aiming to help the Innovation Portal become a knowledge-rich platform capable of strongly supporting the commercialization of innovations.
The workshop affirmed that the collaboration of universities, science and technology departments, research institutes, and businesses is a crucial factor for the effective operation of the Innovation Portal.
By integrating a global network of Vietnamese AI experts, the National Science and Technology Development Fund hopes to create a dynamic innovation environment where initiatives are discovered early, properly evaluated, systematically nurtured, and widely disseminated, contributing to promoting scientific and technological resources as a key driving force for national development.
