On September 9, the Department of Agriculture and Environment of Gia Lai province submitted a report to the Gia Lai Provincial People's Committee proposing a plan to handle the Hai Au hotel on Quy Nhon beach.
It is known that Hai Au Hotel is invested by Construction Joint Stock Company 47, located on An Duong Vuong Street next to the beach in Quy Nhon Nam Ward.
According to the Department of Agriculture and Environment, the Hai Au Hotel land was reclaimed by the Provincial People's Committee due to the expiration of the land lease term. According to regulations, the enterprise must dismantle and relocate assets on the land to restore the site and will not be compensated.
The current Land Law does not regulate the re-leasing of land in cases where land has been recovered. This project is also not consistent with the approved construction planning, because the land is currently planned for public purposes.
However, in the spirit of fighting waste and removing difficulties for private enterprises to grow and develop the economy , this agency proposed two options for handling the above project.
Specifically, option 1 is to reclaim land, dismantle assets on the land and hand them over to the State to create public spaces and community activities.
Option 2 is to allow the hotel to continue using the land for the remaining operating period of a nearby building, the Hoang Yen Hotel (until 2052). Continue to collect financial obligations related to the land and expenses arising during the hotel's operations as in the past.
According to this agency, the plan to allow hotels to exist will avoid wasting social resources and remove difficulties for businesses; contribute to socio-economic development, and ensure financial revenues for the State.
From the above calculations, this agency reports to the Provincial People's Committee to consider submitting to the Provincial Party Standing Committee for opinion in the direction of choosing option 2 to avoid wasting social resources.
Mr. Le Hong Quang, Deputy Director of Hai Au Hotel, informed that the project has been in operation since 2008, which is only 17 years. In fact, the project is still very solid because it was built according to the standards of level 2 projects, with a lifespan of 50 - 100 years.
Currently, the hotel is chosen by many tourists when traveling to Quy Nhon, providing jobs for more than 200 workers. Mr. Quang proposed allowing the hotel to continue operating to contribute to the development of local tourism and provide jobs for workers.
A few years before that, the Standing Committee of the Binh Dinh Provincial Party Committee (old) agreed to relocate 3 hotels east of An Duong Vuong Street, on Quy Nhon beach, when the land lease term expired, to make room for public service facilities. Those hotels are: Binh Duong, Hai Au and Hoang Yen.
Support Hai Au Hotel to exist over time with Hoang Yen Hotel
Speaking to reporters, Mr. Pham Anh Tuan, Chairman of the Gia Lai Provincial People's Committee, said that the Provincial People's Committee's viewpoint is to support the proposal to allow Hai Au Hotel to exist for a period similar to that of Hoang Yen Hotel.
Previously, when sharing about this issue, Mr. Tuan evaluated Hai Au Hotel as a symbolic tourism project of Quy Nhon. This hotel is newly invested, the facilities are still spacious and solid, and is chosen by many tourists when traveling to the province.
According to Mr. Tuan, if this project is dismantled for landscape reasons, it is not entirely convincing because the Hoang Yen Hotel next door has a land lease term until 2052. This also wastes social investment resources.
