The opening ceremony was attended by President of the Inter- Parliamentary Union (IPU) Tulia Ackson, Secretary General of the IPU Martin Chungong, and heads of delegations from more than 115 member parliaments, including 102 National Assembly Chairmen and 33 National Assembly Vice Chairmen. The high-ranking delegation of the Vietnamese National Assembly, led by National Assembly Chairman Tran Thanh Man, attended the conference.

In her opening remarks, IPU President Tulia Ackson emphasized the importance of the theme and upcoming discussions of the Conference in the context of the world facing many serious challenges such as armed conflicts, political instability, violations of international law, decline in multilateral commitments and resources for sustainable development, ensuring social justice, and supporting vulnerable groups.
Ms. Tulia called on member parliaments to support the IPU's coordinating role to promote peace, democracy, development, rule of law, ensure social justice, accelerate hunger eradication and poverty reduction, narrow the development gap between groups of countries and regions, and effectively handle global challenges such as climate change and artificial intelligence governance.

IPU Secretary General Martin Chungong said that the IPU and its member parliaments need to "turn words into action", put statements and resolutions adopted at multilateral parliamentary forums into practice, develop and monitor the implementation of national and regional laws and policies, and ensure the rights of all population groups. Mr. Chungong emphasized that parliamentary diplomacy is the key to promoting peace and international cooperation through dialogue and trust building.
The Secretary-General called for promoting gender equality in parliaments, combating discrimination and gender-based violence, and affirmed that gender equality and women's empowerment will contribute to promoting sustainable development.
Speaker of the Swiss House of Representatives Maja Riniker, in her role as host, expressed special thanks and appreciation for the participation of many Speakers of Parliament, thereby demonstrating the importance of the highest-level multilateral parliamentary conference, as well as the support for multilateralism right in Geneva - the capital of multilateral diplomacy. Ms. Riniker emphasized the significance of the United Nations Charter and the principles of trust, fairness, international solidarity for a world of peace, harmony and development, for all people.
Director-General of the United Nations Office at Geneva Tatiana Valovaya said that the world is facing unprecedented crises and the international multilateral system is under the greatest pressure since the United Nations was founded in 1945, forcing the United Nations to reform strongly. Ms. Valovaya called on parliaments to continue supporting multilateral cooperation with the central coordinating role of the United Nations and the IPU to prevent and resolve conflicts, maintain peace, mobilize commitments and resources to implement the Sustainable Development Goals, and move towards a fair and equitable global order.
