Opening of the 6th Session, 15th National Assembly

On the morning of October 23, the 6th Session of the 15th National Assembly solemnly opened at the National Assembly House, Hanoi Capital.

Attending the opening session were comrades: General Secretary Nguyen Phu Trong; President Vo Van Thuong; Prime Minister Pham Minh Chinh; National Assembly Chairman Vuong Dinh Hue; Standing member of the Secretariat Truong Thi Mai; Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; leaders and former leaders of the Party, State, and Central Committee of the Vietnam Fatherland Front; representatives of departments, ministries, branches, veteran revolutionaries, international guests...

Attending the meeting, the Vinh Phuc Provincial National Assembly Delegation consisted of 6 delegates, including 2 delegates working at central agencies and 4 delegates residing and working in the province. Comrade Hoang Thi Thuy Lan, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairwoman of the People's Council, Head of the Provincial National Assembly Delegation, was the Head of the delegation.

Speaking at the opening of the session, National Assembly Chairman Vuong Dinh Hue said that based on the session agenda approved at the preparatory session, in 22 days (phase 1 from October 23 to November 10; phase 2 from November 20 to November 28), the 15th National Assembly will consider and decide on important socio-economic and state budget issues and decide on important national issues.

The 6th session of the 15th National Assembly is a mid-term session. The National Assembly will review the Government's reports on the assessment of the results of the implementation of the socio-economic development plan and the state budget in 2023 and consider and decide on the socio-economic development plan, state budget estimates, and the central budget allocation plan in 2024; review the implementation of the state budget public investment plan in 2023 and decide on the state budget public investment plan in 2024; review the 3-year state budget and finance plan for 2024-2026; at the same time, review mid-term assessment reports on the results of the implementation of the 5-year plans for the period 2021-2025 on socio-economic development, economic restructuring, medium-term public investment, national finance, and borrowing and repayment of public debt.

The National Assembly Chairman requested that National Assembly deputies study, analyze, and evaluate realistically, objectively, and comprehensively the achieved results, clearly point out the shortcomings, limitations, inadequacies, objective and subjective causes, and propose measures to best achieve the set goals.

Regarding legislative work, National Assembly Chairman Vuong Dinh Hue said that at this session, the National Assembly will consider and pass 9 draft laws, give opinions and pass a draft resolution. The National Assembly will also consider and give opinions on 8 other draft laws.

Regarding the supreme supervision activities, the National Assembly Chairman stated that at this session, the National Assembly will listen to the Central Committee of the Vietnam Fatherland Front report summarizing opinions and recommendations of voters and people sent to the session; consider reports on the work of preventing and combating corruption, preventing and combating crimes and law violations, and the work of enforcing judgments in 2023.

The National Assembly will continue to spend time discussing in the hall the report on the results of monitoring the settlement of voters' petitions sent to the 5th Session of the 15th National Assembly. At the same time, for the first time since the beginning of the term, the National Assembly will discuss in the hall the results of citizen reception, handling of petitions, and settlement of citizens' complaints and denunciations in 2023...

The questioning and answering of questions at this session will be held for 2.5 days, focusing on implementing the promises, commitments and requests of the National Assembly to the Prime Minister, members of the Government, Chief Justice of the Supreme People's Court, Chief Prosecutor of the Supreme People's Procuracy, and State Auditor General in implementing thematic supervision resolutions and resolutions on questioning and answering of questions, following the motto of attaching importance to supervision.

Also at this session, the National Assembly will conduct a vote of confidence for positions elected or approved by the National Assembly. This is an important method of supervision, demonstrating the National Assembly's recognition and evaluation of the efforts, endeavors and work results since the beginning of the term of those who are voted for the vote of confidence, National Assembly Chairman Vuong Dinh Hue emphasized.

The workload of the 6th Session is very large, with many difficult and complicated issues, placing very high demands on the National Assembly, the National Assembly Standing Committee and each National Assembly deputy. Responding to the call, expectation and proposal of General Secretary Nguyen Phu Trong at the 8th Conference of the 13th Party Central Committee, with the experience, knowledge and steadfastness accumulated over half of the National Assembly's term, the National Assembly Chairman requested that National Assembly deputies continue to promote and perform more effectively the role and responsibility of people's representatives; be more united, dedicated and responsible in performing the duties of National Assembly deputies; promote the spirit of democracy for each content of the session.

Immediately after the opening session, the National Assembly carried out the contents of the first working day of the session according to the set agenda.
