On the morning of April 21st, Lieutenant Colonel Tran Quang Hoat, Deputy Director of the Truong Son 10 Project Management Board, Truong Son Construction Corporation, announced that the unit has begun exploiting sand mines on the Hau River, in the sections belonging to Binh Thuy commune, Chau Phu district and Binh Thanh Dong and Tan Hoa communes, Phu Tan district, as assigned by the An Giang Provincial People's Committee, to serve the construction of the Chau Doc - Can Tho - Soc Trang expressway phase 1, the section passing through Hau Giang province.
The sound of machinery rumbles across the construction site.
Lieutenant Colonel Hoat informed that, in order to exploit this sand mine, Truong Son Construction Corporation has deployed three dredgers, each with a bucket capacity of 3.5 m3, along with a sufficient number of workers to carry out the sand mining in accordance with regulations.
"This sand mine is the second sand mine assigned by the People's Committee of An Giang province to Truong Son Construction Corporation for direct exploitation to serve the construction of the Chau Doc - Can Tho - Soc Trang expressway."
"Previously, Truong Son Construction Corporation also started exploiting the first sand mine to serve the horizontal expressway in the Western region, the section passing through An Giang province," Lieutenant Colonel Hoat shared.
The third sand mine serving the construction of the Chau Doc - Can Tho - Soc Trang expressway has begun operations.
Mr. Truong Thanh An (41 years old), a sand mining worker at Truong Son Construction Corporation, said that he has nearly 20 years of experience in sand mining for construction projects.
"We will uphold our spirit and sense of responsibility to bring the sand to the construction site as soon as possible," An added.
With 25 years of experience in sand mining for the construction of many important projects, Mr. Do Van Da (47 years old), a sand mining worker at Truong Son Construction Corporation, shared: "The first thing we workers need to do is to mine according to regulations regarding the permitted depth and quantity."
More sand mines are still needed.
According to Lieutenant Colonel Hoat, the sand mine on the Hau River, in the section belonging to Binh Thuy commune, Chau Phu district and Binh Thanh Dong and Tan Hoa communes, Phu Tan district (An Giang province), covers an area of 61.47 hectares. The permitted extraction volume is 2,625,631 m3.
This sand mine has an authorized extraction capacity of 1,312,816 m3/year. This includes a capacity of 1,312,816 m3/year in the first year and 1,312,815 m3/year in the second year.
The mining depth reaches -16m. The mining method is open-pit. The project duration is 2 years and 6 months, including 2 years of mining and 6 months of environmental remediation and restoration.
"Every day, workers start work from 7 am to 5 pm, with no nighttime mining, and the permitted daily mining volume is 3,700 cubic meters of sand per day," Lieutenant Colonel Hoat said.
More sand is needed to ensure the progress of the horizontal expressway construction in the Western region.
Colonel Hoat added that the Chau Doc - Can Tho - Soc Trang expressway project, specifically the section passing through Hau Giang province, is being constructed by Truong Son Construction Corporation. The project has a total length of 18.8 km and requires 2.1 million cubic meters of sand for embankment construction.
With the sand mine granted by the An Giang Provincial People's Committee under a special mechanism, the total amount of sand needed for construction is sufficient. However, the permitted daily extraction volume does not meet the current actual needs at the construction site, as the demand varies depending on the stage of the project – sometimes more, sometimes less.
Currently, the construction site requires approximately 8,000 cubic meters of sand per day for foundation filling to ensure construction progress. However, the permitted daily supply of 3,700 cubic meters of sand is still insufficient.
According to calculations by specialized agencies, in order to ensure technical requirements are met, the contract implemented by Truong Son Construction Corporation will require a load testing period of 10-12 months depending on the section.
Meanwhile, with the amount of sand allowed to be extracted daily, it would take this sand mine up to two years to fully exploit the permitted reserves.
At the same time, increasing daily mining capacity is also facing difficulties due to many factors related to environmental impact.
"The contractor wants to have access to another sand mine. If this additional sand mine can be exploited in June or July, then the construction will be able to proceed according to the planned schedule," Lieutenant Colonel Hoat informed.
Previously, to supply sand for the construction of the longitudinal and transverse expressways in the Western region, An Giang province granted direct access to 10 sand mines with a total reserve of 15.2 million cubic meters to the contractors.
To date, four sand mines supplying the Can Tho - Ca Mau expressway are being exploited, with a total reserve of approximately 4.7 million cubic meters.
Meanwhile, three sand mines supplying the Chau Doc - Can Tho - Soc Trang expressway have also begun exploitation with a total reserve of over four million cubic meters.
Phase 1 of the Chau Doc - Can Tho - Soc Trang Expressway project has a total length of 188.2 km, passing through four provinces and cities: An Giang, Can Tho, Hau Giang, and Soc Trang. The starting point connects to National Highway 91 in Chau Doc city (An Giang) and the end point intersects with the Southern Hau River National Highway, connecting to the Tran De port access road (Soc Trang), with a total investment of 44,691 billion VND. The entire route is expected to be completed and put into operation in 2027.
Specifically, component project 1 in An Giang province is 57.2km long, component project 2 in Can Tho city is 37.2km long, component project 3 in Hau Giang province is nearly 37km long, and component project 4 in Soc Trang province is 56.9km long.
Phase 1 of the project involves the construction of a 4-lane road with a design speed of 100 km/h. The completed phase will expand the project to 6 lanes.
