Workers and machines are mobilized to work continuously to both fix damage and ensure smooth traffic during prolonged rainy weather, especially in steep mountain pass areas where traffic volume increases.

According to information from Road Management Area III, there are currently two projects under the 2025 maintenance plan being implemented in the province.

In particular, the project to repair damaged road surfaces and drainage systems on National Highway 1 has a total length of tens of kilometers, scattered across many sections. Up to this point, the construction volume has reached about 46%, however, the progress is slow due to prolonged rain and the contractor's capacity has not met the requirements.

Faced with that situation, Road Management Area III issued a decision to sanction Hai Anh Investment and Construction Joint Stock Company for breach of contract, and at the same time transferred a part of the construction volume worth more than 6.2 billion VND to more capable subcontractors to ensure the quality and progress of the project.

The investor has approved the addition of capable subcontractors to speed up construction, especially at sections with high traffic safety risks such as Km 1338+00 – Km 1339+500. The units assigned to carry out the work include Phu Yen Road Management and Repair Joint Stock Company and Infrasol Joint Stock Company.

Mr. Nguyen Phuong Nam, Deputy Director of Road Management Area III, said: “We require contractors to strengthen traffic regulation, especially in mountain passes, steep slopes, and high traffic density areas such as Quan Cau Pass. At the same time, we must prepare enough human resources, machinery, and materials so that construction can begin when the weather is sunny and dry.”

According to contractors, the construction process takes about 10 days, including: peeling, cold-regenerating peeling in place with cement, two-layer emulsion plastering and asphalt concrete paving.

Due to the prolonged rain, vehicles can only work on one lane, and the slippery road often causes traffic jams. Therefore, ensuring traffic safety is the top priority. Temporary signs, barriers, and traffic lights are installed at construction sites; traffic control forces are on duty 24/7 at key locations to guide vehicles to move safely, limit congestion and accidents.

Mr. Nguyen Duc Duy, Project Commander (Infrasol Joint Stock Company), said that the unit always closely coordinates with Road Management Area III, supervision consultants, local authorities and functional forces to closely monitor the scene and promptly adjust the construction plan according to weather conditions.

When the weather is rainy, the contractor does not carry out the construction according to the correct procedure but only maintains traffic on the route; diverts cars into the inner lane that is being scraped to temporarily clear the traffic, freeing up the traffic jam. When the weather is favorable, the contractor diverts traffic and carries out the construction according to the technical requirements of the project.
