Khanh Hoa: Don't be passive or surprised when storm Kalmaegi arrives

On the afternoon of November 4, the Khanh Hoa Provincial Civil Defense Command held a meeting to deploy response work for storm Kalmaegi (storm No. 13).

According to the Department of Agriculture and Environment of Khanh Hoa province, the whole province has 3,451 aquaculture rafts with more than 106,000 cages and 8,331 workers. Localities have propagated and mobilized people to urgently harvest products that reach commercial size and prepare plans to evacuate people and vehicles when necessary.

Regarding vessels, the whole province has 6,953 vehicles, of which 886 ships with 5,717 workers are operating at sea; no vehicles are in dangerous areas.

The province currently has 64 reservoirs, including 53 irrigation lakes and 11 hydroelectric lakes, with a capacity reaching 77% of the design (528/752 million m³).

Regarding agriculture, there are currently nearly 20,000 hectares of rice, more than 57,700 hectares of other crops; total livestock herd of 716,790 heads, and poultry of 5.3 million heads.

Khanh Hoa Province Department of Agriculture and Environment requested units to guide people to tie down barns, stock up on food and veterinary medicine, and move livestock in low-lying areas to safety.

Safety work at inland waterway ports and Nha Trang Bay was also urgently deployed. Authorities urgently notified more than 300 vehicles, continuously broadcast warnings and temporarily stopped departure procedures when there was a warning of strong winds and waves; sent notifications via social networks to vehicle owners to provide the fastest information, ensuring safety for people and vehicles.

In his speech, Mr. Trinh Minh Hoang, Vice Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the Civil Defense Command of Khanh Hoa Province, emphasized: "Damage caused by natural disasters mainly originates from subjectivity, so all levels and sectors must take drastic action and deploy specific prevention measures."

According to Mr. Trinh Minh Hoang, recent heavy rains have caused soil and rock to be saturated, posing a very high risk of landslides. Localities must review reservoirs and areas at risk of landslides; closely monitor storm developments, update regularly, and prepare response plans according to the motto "from afar, early", avoiding being passive or surprised in any situation.

Urgently complete the call for ships and boats to take shelter before 10:00 a.m. on November 5; stop all activities at sea from 12:00 p.m. on November 6, 2025 until the storm dissipates and people on rafts and anchored ships must return to shore before the above time.

The Khanh Hoa Provincial Department of Construction was asked to inspect the safety of construction works and construction vehicles, and ensure smooth traffic during storms. The military, police, and border guards coordinated with the authorities to support people in strengthening their houses, proactively rescuing victims, and protecting people's lives and property.

According to the National Center for Hydro-Meteorological Forecasting, storm Kalmaegi is moving rapidly at a speed of 20-25km/h in a West-Northwest direction. It is expected that on the afternoon of November 4, the storm will enter the East Sea and continue to strengthen. The storm's intensity may reach level 14, gusting to level 17 on November 6, when it is offshore from Gia Lai to Khanh Hoa. The storm's area of ​​influence is expected to extend from Da Nang to Khanh Hoa.

Due to the influence of the storm's southern circulation, from early morning on November 6 to the end of November 8, Khanh Hoa province will have moderate to heavy rain; especially the northern part of the province will have very heavy rain.

Rain will mainly concentrate on the night of November 6 and the morning of November 7. Total rainfall for the entire period is commonly 50-150mm/day, with some places exceeding 200mm. Particularly on the night of November 6 and the early morning of November 7, rainfall may exceed 100mm in 6 hours.
