Construction of the 14,000 billion VND expressway connecting Cao Bang

On the morning of January 1, 2024 - the first day of the new year 2024, in Thach An district, Cao Bang province, Prime Minister Pham Minh Chinh attended the groundbreaking ceremony of the Dong Dang (Lang Son province) - Tra Linh (Cao Bang province) expressway project.

The Dong Dang – Tra Linh Expressway is 93.35 km long, starting at the Tan Thanh border gate intersection, Van Lang district, Lang Son province and ending at the National Highway 3 intersection in Chi Thao commune, Quang Hoa district, Cao Bang province.

The project was assigned by the Government to Cao Bang province as the competent state agency to sign the contract with the investor, implemented in the form of public-private partnership (PPP). The consortium of Deo Ca Group - ICV Vietnam Investment and Construction Joint Stock Company - Deo Ca Transport Infrastructure Investment Joint Stock Company (HHV) - Construction Joint Stock Company 568 is the project investor in the form of PPP, BOT contract.

The total investment of the project is 14,331 billion VND, of which the capital mobilized by the investor is more than 4,451 billion VND, the implementation period is 36 months. This is the largest-scale transport infrastructure construction investment project invested in Cao Bang province up to now.

Speaking at the ceremony, Prime Minister Pham Minh Chinh expressed his pleasure to attend the event in the exciting atmosphere of the first day of the new year 2024, when the whole country has basically completed the goals and tasks of 2023, laying the foundation for the whole country to continue to gain new achievements and victories in implementing the tasks of 2024 with new spirit, new mindset and new confidence despite many difficulties and challenges.

The Prime Minister emphasized the spirit of confidence, determination, know-how, dare-to-do, self-reliance and self-strengthening in implementing transport infrastructure projects; was delighted and highly appreciated the spirit, belief, aspiration and very high determination of the Party Committee, government and people of Cao Bang province in realizing President Ho Chi Minh's wish: "Cao Bang must be as high as the best provinces, the best is Cao Bang surpassing the height that no one can match".

The Prime Minister assessed the Dong Dang – Tra Linh Expressway project as a project of great importance and significance, contributing to the implementation of the direction of General Secretary Nguyen Phu Trong on developing transport infrastructure for disadvantaged provinces. This is also the aspiration of many generations of ethnic people in Cao Bang province, and the concern of many generations of provincial leaders.

The project will contribute to promoting socio-economic development, ensuring national defense and security and maintaining national border sovereignty; creating a new vital foreign highway connecting trade of goods from Lach Huyen international port (Hai Phong) to Chongqing - Urumqi (China) - Khorgos (Kazakhstan), to Central Asia and European countries, contributing to improving the competitiveness of the economy, creating momentum for socio-economic development of Cao Bang, Lang Son provinces and the Northeast region, improving the material and spiritual life of ethnic minorities.

The Prime Minister commended the Party Committee, government, army and people of Cao Bang and Lang Son provinces, relevant agencies and enterprises for coordinating and handling a large amount of work, resolving many difficulties and problems, such as in planning, establishing and adjusting projects, appraising, approving, and arranging capital to have enough conditions to start the project.

The Prime Minister requested relevant parties to continue the spirit of "overcoming the sun and rain", "eating quickly and sleeping quickly", working through Tet and holidays, "3 shifts and 4 shifts", only discussing progress, not retreating; ensuring progress and striving to exceed progress, ensuring quality, technique, and aesthetics of the project, not exceeding the total investment, ensuring safety and environmental sanitation, contributing to improving the material and spiritual life of people in the project area.

The Prime Minister proposed to build this route with the spirit of Dong Khe victory, striving to open the entire route to traffic by the end of 2025 and early 2026 and continue to research upgrading and extending the route; after the project is completed, Cao Bang province and related ministries and branches will continue to research and deploy other large-scale infrastructure projects in the area.
