Unlocking intellectual property resources to contribute to economic development

On October 23, at the Government Headquarters, Deputy Prime Minister Nguyen Chi Dung chaired a meeting on the Project to promote intellectual property work to serve socio-economic development in the new situation.

The report of the Ministry of Science and Technology said that this agency is carrying out the task of developing a Project to promote intellectual property work to serve socio-economic development in order to improve the quality and effectiveness of intellectual property work in the new situation. The draft Resolution stated that intellectual property is an important driving force for rapid and sustainable economic and social development and is a strategic tool.

Intellectual property development must be linked to economic development, growth targets, and transformation of the economic model based on knowledge and innovation. In the coming period, more attention must be paid to the protection and commercial exploitation of intellectual property rights; institutions, human resources, infrastructure, and data are the key and core contents, in which institutions are a prerequisite, need to be perfected and go one step ahead.

The goal is that by 2035, the proportion of intellectual property-intensive industries will contribute at least 35% of GDP; 100% of universities and vocational training institutions will have intellectual property content in their training programs; 100% of ministries, branches and localities will have programs to develop, manage and exploit intellectual property in accordance with international standards.

The intellectual property and technology trading market operates effectively with the number of transactions increasing by an average of 10% per year. The export value of cultural industries increases by an average of 8% per year, striving to have more than 10 national brands in the cultural industry sector positioned and affirming their value in the international market...

By 2045, Vietnam will become a country with an advanced intellectual property system in the world. Intellectual property rights, together with other intangible assets, account for no less than 80% of the market value of the largest capitalized enterprises in Vietnam.

Representatives of leaders of ministries and agencies contributed their opinions to the draft Report and Resolution of the Politburo prepared by the Ministry of Science and Technology; discussed the necessity of issuing a separate specialized Resolution of the Politburo on intellectual property; and discussed tasks and solutions strong enough to meet socio-economic development.

Deputy Prime Minister Nguyen Chi Dung highly appreciated the Ministry of Science and Technology for promptly coordinating with relevant ministries and agencies to develop the Project. The draft Resolution has relatively fully assessed the Vietnamese intellectual property system in recent times and demonstrated and recognized the important role of intellectual property in economic growth, innovation and international integration.

“It is necessary to build a resolution of the Politburo at the right level, highlighting key issues of intellectual property, while also researching and updating the international situation,” the Deputy Prime Minister noted.

In addition, the Deputy Prime Minister emphasized the objectives of the Project: Unleashing intellectual property resources to contribute to economic development; ensuring protection, exploitation, management and development; attracting direct and indirect investment towards high-tech investment; promoting science, technology and innovation; ensuring national security; and implementing international commitments.

The requirement is to correctly assess the current state of intellectual property and bottlenecks to propose solutions that are accurate, correct, new, and innovative, avoiding duplication with regulations in other legal documents. The Deputy Prime Minister requested the drafting committee to continue to closely coordinate with ministries, branches, and agencies to research, review, and complete the draft Submission and the draft Resolution.
