The People's Committee of Thanh Hoa province has issued a decision recognizing the results of the auction for the right to use the commercial and service land area in the southern urban area of Thanh Hoa city, in Quang Thanh ward (Thanh Hoa city).
The winning bidder was the Central and Southern City Two-Member Limited Liability Company (located in Quang Thanh Ward, Thanh Hoa City), with Mr. Le Thanh Hai as General Director. The total winning bid amount was over 451.4 billion VND.
The land plot, which was won at auction, covers an area of nearly 10.55 hectares. The People's Committee of Thanh Hoa City has organized the land acquisition, approved the compensation and support plan for land clearance, and completed the compensation and support for land clearance process.
The land is leased from the State for a period of 50 years, with the rent collected in a lump sum, and its intended use is commercial and service land.

In terms of location and infrastructure, the auctioned land plot has one side bordering Hung Vuong Boulevard (North-South Boulevard) and another side bordering the completed Eastern road, ensuring that the winning bidder can proceed with construction and investment.
According to the auction winning decision, the People's Committee of Thanh Hoa City is fully responsible before the law, the People's Committee of Thanh Hoa Province, and inspection, auditing, and related agencies for the procedures for selecting and signing contracts with the auction organization, the auction process, the auction results, the accuracy of the data, and the content of the request for recognition of the winning bid for the land use rights of the land plot.
The Department of Justice is fully responsible before the law, the People's Committee of Thanh Hoa province, and inspection, auditing, and related agencies for the accuracy of the review results regarding the procedures for organizing the auction and recognizing the winning bids for land use rights.
The Department of Natural Resources and Environment, in coordination with the People's Committee of Thanh Hoa City, the People's Committee of Quang Thanh Ward, and other relevant units, organized the handover of land on-site and directed relevant units to update the cadastral database and cadastral records according to regulations.
The Central-Southern City Two-Member Limited Liability Company declares and submits documents to the Department of Natural Resources and Environment to determine its financial obligations; it complies with regulations on paying the winning bid amount (land lease fee), paying for the protection and development of rice cultivation land, and fulfilling commitments made when participating in the land use rights auction, as well as other related obligations as prescribed.
Furthermore, the winning bidder must complete all necessary documents and procedures related to investment, construction, environmental protection, and land use concerning the auctioned land; construction may only commence after all documents and procedures have been completed.
Construction of works on the land must be carried out in accordance with the approved plan and construction schedule by the competent authority. If the winning bidder fails to pay the money into the State budget within the deadline stipulated by the Thanh Hoa Provincial People's Committee, the Thanh Hoa Provincial Tax Department will not collect or account for any money (if any) paid by the winning bidder for land use rights.
Previously, on December 1, 2013, the Chairman of the People's Committee of Thanh Hoa province issued a decision setting the starting price for the auction of the land use rights for the aforementioned plot at over 451.3 billion VND.
Thus, the winning bid differed from the initial starting price by only about 100 million VND.
