On the afternoon of September 30th, the Gia Lai Department of Health announced that it had coordinated with the provincial police force to conduct a surprise inspection at the private medical clinic of the Ho Chi Minh City University of Medicine (address: 75 Nguyen Tat Thanh Street, Hoa Lu Ward, Pleiku City) due to suspected violations.

At the time of the inspection, a person claiming to be Dr. Vo Minh Thanh was examining a client, advising on treatment for varicose veins, and administering sclerotherapy and high-frequency laser therapy to another patient.
When officials from the Gia Lai Department of Health and the police requested to check the medical practice license, a mandatory requirement for doctors practicing medicine, Dr. Thanh was uncooperative and refused to present his citizen identification card...
However, through the investigative work of the police force, Dr. Vo Minh Thanh soon confessed that his real name was Vo Minh Chien (born in 1996, residing in Chi Cong village, Cu An commune, Dak Po district).
Initial checks revealed that the imposter doctor stated he graduated with a degree in Culture and did not possess a medical license, but he falsely claimed to be a doctor and provided consultations and examinations to clients under the direction of Ms. Le Thi Thanh, the facility manager.
All the money for medical examinations and treatments for customers is transferred to Ms. Le Thi Thanh's account. Mr. Chien has only been working at the facility for a month now, with a salary of 5.5 million VND per month.
Following the inspection team's request, Mr. Chien called the manager, who identified herself as Le Thi Thanh (born in 1996), originally from the North. She said that her family had returned home to deal with family matters due to flooding and promised to be present to cooperate with the authorities as requested.

Request to cease medical examination and treatment activities.
The inspection team proceeded to draw up an inspection report, requiring the facility to immediately cease the violations, stop all activities related to medical examination and treatment, and remove all medical examination and treatment signs.
Speaking to Giao Thong Newspaper, the leader of the Gia Lai Provincial Department of Health said that they are coordinating with other agencies to conduct a comprehensive inspection of this medical facility.
"Medical facilities that bring in unqualified personnel for examinations and health consultations are showing disregard for the health and lives of patients," this leader said.
According to the inspection team's representative, initial checks revealed that the facility showed signs of violating medical regulations regarding examination and treatment conditions. Furthermore, the incident showed signs of defrauding customers. The Provincial Department of Health will coordinate with other relevant agencies to conduct further inspections and take strict action against this behavior.
Previously, the Gia Lai Department of Health suspended the operation of TN Multi-Specialty Clinic (belonging to Cao Nguyen Medical Services Co., Ltd.) for a period of 2 months.
At the same time, an administrative fine of 7.5 million VND was imposed on Dr. Le Van Phan (63 years old, Specialist Doctor Level I, working at TN Multi-Specialty Clinic), and his medical practice certificate No. 007388/TH-CCHN, issued by the Director of the Thanh Hoa Provincial Department of Health on May 22, 2014, was revoked for failing to comply with professional and technical standards in medical practice.
