Earlier, at around 9:30 a.m. the same day, Vinh Hau Border Control Station received a report from fisherman Tran Minh Vuong (Vinh Hau commune) about discovering a yacht in trouble in the Hoa Binh 1 wind power area, about 2.5 km from shore. On board the vessel were 3 foreign crew members sending out distress signals.

The Border Guard quickly approached and brought a person ashore to work. This person declared his name as Fracis P. Lonto (born in 1981, Filipino nationality), the captain of the yacht.

According to the captain, the yacht departed from Ocean Marina Pattaya (Thailand) on August 26, on a journey to Taiwan (China) to sell the vehicle. There were only personal belongings on board, no cargo. On the morning of August 31, the ship's engine broke down, had to raise sail towards shore and was discovered by local fishermen, who reported it to the Border Guard.
