On the afternoon of May 27, continuing the 5th Session, the National Assembly discussed in groups the draft Law on amending and supplementing a number of articles of the Law on People's Public Security (PPP) and the draft Law on amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese Citizens and the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam.
Discussing in groups, the majority of opinions expressed agreement with the necessity of promulgating the Law amending and supplementing a number of articles of the Law on Public Security and said: The promulgation of this Law aims to institutionalize the Party's guiding viewpoints; continue to perfect the law on Public Security, implement regimes and policies for the Public Security force; ensure consistency and synchronization with the provisions of the Labor Code on the retirement age of employees; overcome a number of difficulties and problems arising in the practical work and combat of the Public Security force to meet the requirements of tasks in the new situation.
Delegates said that the provisions in the draft Law are consistent with the Party's policies and guidelines, the Constitution's provisions, and basically ensure feasibility and correlation with working age as prescribed in the Labor Code; at the same time, they proposed to continue reviewing the provisions on extending the maximum service age, and the provisions on regimes and policies related to the Labor Code and the Law on Social Insurance to ensure consistency.

At the same time, the assessment of the amended and supplemented contents of the draft Law on Basic Law has overcome a number of difficulties and problems that are not suitable to the reality in the implementation of the 2018 Law on Public Security; ensuring the requirements specified in Article 64 of the Law on Promulgation of Legal Documents, and meeting the conditions to be submitted to the National Assembly for discussion and comments.
One of the amendments to the Law that attracted much attention from delegates was the amendment and supplementation of Clause 1, Article 30 regarding the service age limit for police officers, non-commissioned officers, and workers.
Accordingly, based on the provisions on retirement age of employees in the 2019 Labor Code, associated with the characteristics of the People's Public Security Forces, the drafting agency proposed to increase the retirement age of officers, non-commissioned officers, and police workers by 2 years (except for female officers with the rank of Colonel, which will increase by 5 years; female officers with the rank of Lieutenant Colonel, which will increase by 3 years; female officers with the rank of General will remain at 60 years old as current; female police workers will increase by 5 years).

According to the delegates, this regulation ensures compliance with the provisions on increasing the retirement age in the 2019 Labor Code, while also being consistent with the practical realities of combat and work of the People's Public Security Force.
In addition, the delegate also said that the draft Law has not yet had a thorough impact assessment when proposing to increase the retirement age for police officers. According to the delegate, through contact with voters, many opinions were recorded, especially voters who are workers, teachers, and those working in special, arduous fields, who do not want to increase the retirement age.
Speaking at the discussion in Group 13, emphasizing the necessity of enacting a Law amending and supplementing a number of articles of the Law on the People's Police, delegate Nguyen Thi Xuan (National Assembly delegation of Dak Lak province) analyzed and clarified the urgency stemming from practical demands.

Therefore, the drafting of a law to institutionalize the guiding viewpoint on promoting the building of a truly clean, strong, disciplined, elite, and modern People's Public Security force to meet the requirements and tasks in the new situation; at the same time, ensuring consistency and synchronization with regulations on increasing the retirement age of workers; overcoming a number of difficulties and obstacles in the implementation of the People's Public Security Law... is in accordance with the Party's regulations and work requirements.
Giving comments to complete the draft law, delegates suggested that it is necessary to soon supplement the draft Decree guiding the implementation after the law is passed; carefully review and research to ensure the effectiveness and feasibility of the regulations on criteria and standards for establishing outstanding achievements to consider promoting to the rank of general before the deadline; supplement regulations on the highest rank for a number of positions and titles of Public Security officers; the time limit for considering promotion from Colonel to Major General;...
Also at the discussion session, delegates gave their opinions on the draft Law amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese Citizens and the Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam.
According to delegates, amending and supplementing a number of provisions of current laws on entry and exit contributes to implementing the Resolution of the 13th National Party Congress on improving the effectiveness of foreign affairs activities, proactively integrating internationally, creating a peaceful environment and favorable conditions for national development; promptly overcoming shortcomings and limitations in the practical implementation of the Law on Exit and Entry of Vietnamese Citizens and the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam; continuing to reform administrative procedures in the field of entry and exit to suit current practices; creating favorable conditions and attracting more foreigners to enter Vietnam, contributing to promoting socio -economic recovery after the COVID-19 pandemic...
