On the morning of June 25, continuing the program of the 7th Session of the 15th National Assembly, under the chairmanship of National Assembly Chairman Tran Thanh Man , the National Assembly worked in the hall.

In the morning, the National Assembly voted to pass the Resolution approving the document of accession of the United Kingdom of Great Britain and Northern Ireland to the Comprehensive and Progressive Agreement for Trans- Pacific Partnership (CPTPP); and discussed in the hall the draft Law on Notarization (amended).
Presiding over the discussion, Deputy Speaker of the National Assembly Nguyen Khac Dinh stated that the draft Law on Notarization (amended) had been discussed by National Assembly deputies in their respective groups, with 106 opinions contributed by deputies. Immediately after the group discussions, the Secretary General of the National Assembly compiled all the opinions discussed in the groups and submitted a summary report to the National Assembly deputies. The drafting agency closely coordinated with the agency in charge of verification to conduct research and provide explanations for the group discussions, and a report was sent to the National Assembly deputies.
During the plenary session, Vice Chairman of the National Assembly Nguyen Khac Dinh requested that National Assembly deputies focus their discussion on several major issues in the draft law that still have differing opinions, as well as the eight specific groups of issues mentioned in the review report and other matters of concern to National Assembly deputies.
During the discussion, 28 opinions were expressed, including 4 debates; the majority of National Assembly delegates showed high consensus on the necessity of comprehensively amending the Notary Law to promptly institutionalize the Party's guidelines and policies, and the State's laws on notary activities; to improve legal regulations on notary activities, overcome limitations and obstacles that are not in line with practice; to ensure consistency and uniformity with newly amended, supplemented, or enacted laws related to notary activities; and to create conditions for the development of notary activities in a socialized, stable, sustainable manner, in accordance with international practices.
In addition, delegates contributed many specific, frank, heartfelt, and practical opinions and proposed numerous amendments to specific issues such as: prohibited acts; training and apprenticeship for notary practice, appointment of notaries; organization and operation of notary practice organizations; authority to notarize real estate transactions; notarization procedures; notarization database; activities of social and professional organizations of notaries;…
In the afternoon, the National Assembly convened in the assembly hall to hear presentations from the Government and the verification reports on salary reform; adjustments to pensions, social insurance benefits, preferential allowances for meritorious individuals, and social allowances from July 1, 2024; and the submission and verification report on the plan to extend debt repayment for refinancing loans under Resolution No. 135/2020/QH14 dated November 17, 2020, of the National Assembly.
Next, National Assembly delegates discussed in groups the contents of salary reform; adjustment of pensions, social insurance benefits, preferential allowances for meritorious individuals and social allowances from July 1, 2024; and the plan to extend debt repayment for refinancing loans according to Resolution No. 135/2020/QH14 dated November 17, 2020 of the National Assembly.
Participating in the discussion at group 10 were delegations of National Assembly deputies from Thai Binh, Tien Giang and Bac Lieu provinces. Comrade Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly delegation of Thai Binh province, and National Assembly deputies of Thai Binh province attended the meeting.
During the discussion, the delegates generally agreed on the necessity of extending the repayment period for the refinancing loan as stipulated in Resolution No. 135/2020/QH14 dated November 17, 2020, of the National Assembly on the 10th Session of the 14th National Assembly, and agreed with the Government's proposal to include it as a clause in Article 1 of the draft Resolution of the 7th Session of the 15th National Assembly.
Regarding the contents of salary reform; adjustment of pensions, social insurance benefits, preferential allowances for meritorious individuals and social allowances from July 1, 2024, National Assembly deputies unanimously agreed that the Government has made efforts to institutionalize Resolution No. 27-NQ/TW dated May 21, 2018 of the 7th Conference of the Central Committee of the 12th Party Congress on reforming salary policies for cadres, civil servants, public employees, armed forces personnel and workers in enterprises and related Party resolutions.
However, based on the difficulties and shortcomings identified when fully and synchronously implementing the contents of public sector salary reform according to Resolution No. 27-NQ/TW, the delegates agreed with the view that salary reform and related policies should be implemented according to a suitable roadmap, step by step, cautiously, and surely, ensuring feasibility, effectiveness, and suitability with the state budget's ability to pay, as well as other contents mentioned in the Government's report.
At the same time, opinions suggested that the Government continue to conduct comprehensive research and propose to competent authorities the policy of perfecting salary scales, allowance regimes, salary increase regimes, bonus regimes, implementation resources, and salary and income management mechanisms to ensure that salary policy reform truly acts as a driving force for socio-economic development. The Government needs to strengthen communication efforts so that war veterans, pensioners, officials, civil servants, employees, and the people understand the policy correctly and create social consensus when implementing it.
