At the session, the provincial People's Council delegates demonstrated a sense of responsibility, focusing on discussions and contributing many heartfelt and high-quality opinions to the presentations and reports submitted to the session; proposing many tasks and solutions to accelerate the implementation of the province's socio-economic development tasks.
The Provincial People's Council heard a report from the Provincial People's Committee on the results of addressing voters' opinions and recommendations at the sixth session; heard a summary report of voters' opinions and recommendations submitted to the seventh session, and specialized monitoring reports from the Standing Committee and committees of the Provincial People's Council; and simultaneously conducted questioning of leaders of the following sectors: Natural Resources and Environment, the Provincial Economic Zone and Industrial Parks Management Board, Agriculture and Rural Development, Industry and Trade, and Education and Training.
The question-and-answer sessions at this meeting continue to be reformed, ensuring democracy, openness, and transparency, focusing on issues of concern to a large number of voters and the public.
Also at the session, the Provincial People's Council conducted a vote of confidence for 26 individuals holding positions elected by the Provincial People's Council. The vote of confidence was meticulously prepared and carried out strictly in accordance with the procedures and regulations of the Party and the laws of the State, ensuring democracy, transparency, impartiality, and objectivity. The results of the vote of confidence were publicly announced and received the approval and high praise of voters and the people of the province.

On behalf of the Provincial People's Committee, Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, respectfully thanked and seriously accepted the directives of the Provincial Party Secretary and the Standing Committee of the Provincial People's Council; accepted the reports of the committees of the Provincial People's Council, the opinions of the delegates of the Provincial People's Council, the invited guests, and the suggestions and feedback from voters submitted to the session; and at the same time reported and clarified some issues of concern to the Provincial People's Council, voters, and people in the province; emphasizing the outstanding results in the socio-economic development of the province in 2023.
To successfully achieve the goals and tasks for 2024, the comrade requested that heads of departments, agencies, and chairmen of the People's Committees of districts and cities thoroughly and effectively implement the tasks and solutions according to the resolutions and directives of the Government, the Prime Minister, central ministries and agencies, the Provincial Party Committee, and the Provincial People's Council on socio-economic development in 2024, especially the conclusions at the mid-term review conference of the Provincial Party Committee and the conclusions at the Provincial Party Committee conference on the results of political tasks in 2023, the main goals, tasks, and solutions for 2024, and the guiding remarks of the Provincial Party Secretary. Based on the socio-economic development targets approved by the Provincial People's Council, departments, agencies, units, and localities should proactively develop their 2024 work programs and plans to ensure they align with the province's targets and tasks, have specific implementation roadmaps, and are feasible and relevant to the actual situation. They should strengthen discipline and order in leadership and management, and demonstrate a high level of commitment to fulfilling the 2024 theme: "Responsibility, discipline, enhanced reform, seizing opportunities, and breakthrough progress."
The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee requested each department, agency, and locality to conduct a comprehensive review and assessment of the areas under their management, and to continue researching, developing, and promulgating new mechanisms and policies to create momentum for the province's socio-economic development, implementing the breakthroughs outlined in the Resolution of the 20th Provincial Party Congress. This includes continuing to strongly and synchronously implement solutions for restructuring and developing the agricultural sector towards increasing added value and sustainable development. The focus should be on promoting the construction of new rural areas, prioritizing the construction of advanced and model new rural areas. Attention should be paid to addressing issues raised by voters and the people in the fields of agriculture and farmers. Furthermore, efforts should be directed towards improving state management capacity in all areas, focusing on overcoming shortcomings and limitations in waste management, resource exploitation, rural clean water supply, and state management of land, environment, investment, and construction. Continue to focus on comprehensively developing the Thai Binh Economic Zone into a key economic development hub and driving force for the province, while accelerating the construction progress of key projects. Strengthen management and improve the quality of planning and appraisal of urban development, housing, and residential area development plans, as well as the quality management of construction works and building materials. Promote the development of trade and services in a civilized and modern direction; focus on developing tourism associated with promoting traditional cultural values and sustainable ecotourism. Implement comprehensive solutions and promptly remove obstacles and difficulties to accelerate the implementation and disbursement of public investment capital, striving to disburse all allocated public investment capital, contributing to achieving the highest possible growth target. Resolutely implement measures to collect budget revenue for the last month of 2023 and 2024, striving to complete and exceed the set budget revenue targets. Continue to improve the quality of socio-cultural activities and ensure social security. Strengthen administrative reform, enhance the effectiveness and efficiency of state management in all fields, and promote digital transformation. Decentralize and delegate power while holding heads of agencies and units accountable. Strengthen inspection, supervision, and the fight against corruption, waste, and negative practices throughout the political system, especially in areas and departments related to investment and investment attraction in the province. Improve the effectiveness of citizen reception and complaint resolution; strictly implement the responsibility of heads of agencies in receiving citizens. Strictly implement legally effective decisions on complaint resolution and denunciation handling. Effectively carry out national defense and security work, maintain political security and social order; create a stable environment and favorable conditions for the province's socio-economic development.
At the session, the Provincial People's Council democratically discussed and unanimously adopted 19 important resolutions on socio-economic development and the activities of the Provincial People's Council.

To effectively implement the resolutions passed by the Provincial People's Council, contributing to the successful and comprehensive achievement of socio-economic development goals in 2024, the Standing Committee of the Provincial People's Council requests the Provincial People's Committee, all levels, sectors, and localities in the province to continue to promote and improve the quality of the dissemination, promotion, and implementation of the Party's guidelines, State policies and laws on socio-economic development, national defense and security, and government building, especially new mechanisms and policies, creating unity in understanding and high consensus in implementation at all levels, sectors, localities, units, and strata of the people in the province; striving to perform assigned tasks with a high sense of responsibility, effort, and determination, overcoming difficulties, and achieving results with concrete values and the highest quality and effectiveness. The Provincial People's Committee is urged to promptly institutionalize the Provincial People's Council Resolution adopted at the session into specific regulations, policies, and plans to quickly implement the resolution, ensuring transparency, compliance with the law, and high quality and effectiveness. The Standing Committee of the Provincial People's Council, the People's Council committees, the People's Council delegate groups, and the Provincial People's Council delegates, Party committees, the Fatherland Front Committee, and member organizations at all levels will continue to enhance their roles and responsibilities in supervising the implementation of the law and the resolution of the Provincial People's Council adopted at the session, paying particular attention to monitoring the resolution of voters' opinions and recommendations within the province's jurisdiction. They will continue to maintain close contact with voters, listen to and promptly reflect their opinions and recommendations to the Provincial People's Council; and strengthen the monitoring and supervision of the resolution of voters' recommendations. At the same time, we will promote the mobilization of the people to actively participate in effectively implementing the policies and guidelines of the Party and the State, as well as the directives of the province, contributing to the successful implementation of the resolutions issued by the Provincial People's Council.

19 resolutions were passed by the Provincial People's Council at the session: 1. Resolution on the socio-economic development situation in 2023; objectives, tasks, and key solutions for 2024. 2. Resolution on approving the final accounts of the local budget for 2022. 3. Resolution adjusting the medium-term public investment plan from the provincial budget for the period 2021-2025. 4. Resolution approving the estimated state budget revenue in the locality and the estimated local budget revenue and expenditure for 2024. 5. Resolution approving the plan for allocating public investment capital in Thai Binh province for 2024. 6. Resolution promulgating regulations on specific expenditure items and levels for preventive health and population work in Thai Binh province. 7. Resolution amending and supplementing point c, clause 3, Article 5 of the Regulations on principles, criteria, and allocation norms of state budget capital for the implementation of the National Target Program for Sustainable Poverty Reduction in Thai Binh province, 2022-2025 period, issued together with Resolution No. 05/2022/NQ-HĐND dated July 13, 2022 of the Provincial People's Council. 8. Resolution on approving the staffing levels for civil servants in state administrative agencies and organizations of the province in 2024. 9. Resolution on approving the total number of civil servants receiving salaries from the state budget in public non-business units and the quota of labor contracts to support operating expenses in 2024. 10. Resolution approving the proposal to recognize the expanded Tien Hai town, Tien Hai district, Thai Binh province as meeting the criteria for a type IV urban area. 11. Resolution approving the Regulations on Architectural Management of the Expanded Tien Hai Town, Tien Hai District, Thai Binh Province. 12. Resolution approving the list of projects requiring land acquisition for socio-economic development in the national and public interest in Thai Binh province. 13. Resolution approving the conversion of rice-growing land for the implementation of projects in Thai Binh province. 14. Resolution approving the adjustment of the investment policy for the Project to strengthen the provincial-level health system in Thai Binh province, giai đoạn 2020-2023. 15. Resolution approving the adjustment of the investment policy for the Coastal Infrastructure Development Project to support climate change adaptation in Thai Thuy District, Thai Binh Province. 16.
