Previously, at the 42nd session (June 12-14), the Central Inspection Committee reviewed and concluded that the Party Executive Committee of the Ministry of Finance violated the principle of democratic centralism and working regulations; lacked responsibility, and loosened leadership and direction, allowing the Ministry of Finance and a number of organizations and individuals to violate Party regulations and State laws.

This violation is related to state management and consulting, promulgating mechanisms and policies on issuance and trading of individual corporate bonds. Including enterprises belonging to Van Thinh Phat Group, An Dong Group; in state management of the budget related to Tien Bo International Joint Stock Company (AIC) and enterprises in the AIC ecosystem.

The Central Inspection Commission determined that the above violations have caused serious and difficult-to-remedy consequences, with a risk of loss and waste of the state budget and damage to bond investors, negatively affecting the investment and business environment and social order and safety, causing negative public opinion, resentment, and reducing the prestige of party organizations and state management agencies, to the point where disciplinary action must be considered.

The main responsibility for the above violations and shortcomings belongs to the Party Committee of the Ministry of Finance for the 2016-2021 term and a number of individuals, including Ms. Vu Thi Mai, former member of the Party Committee and Deputy Minister of Finance.

Considering the content, nature, level, consequences, and causes of the violation; based on Party regulations, the Central Inspection Committee decided to impose a disciplinary reprimand on Ms. Vu Thi Mai.
