According to Resolution No. 06 of the Vietnam General Confederation of Labor , the important goal set is to develop 3 million more union members in non-state enterprises from now until 2028. This is a big challenge, requiring a strong change in the approach, care and protection of workers' rights to attract them to join the union.
Putting workers at the center
The first focus to attract new members is to clearly affirm the role of the union in protecting the legitimate rights and interests of workers. According to Mr. Nguyen Dinh Khang, President of the Vietnam General Confederation of Labor, the union needs to focus on taking care of the practical lives of union members, from welfare, insurance to support in difficult situations such as accidents and serious illnesses. To create a clear difference and attract more union members, welfare activities must be organized regularly, from health care, cultural and sports organizations to creating conditions for workers to rest, exchange and learn.
At the same time, the union needs to listen and respond promptly to the wishes of union members. This helps build trust and long-term attachment between workers and the union organization. It is the comprehensive care for workers, both materially and spiritually, that is the key factor that helps the union become a close and practical organization.
“Innovate the organization of effective and substantial union member welfare programs…. Coordinate union member health care, widely organize cultural, sports, sightseeing, vacation, and exchange activities…”, Resolution 06 of the Vietnam General Confederation of Labor on promoting union member development, establishing grassroots unions in non-state enterprises by 2028, with a vision to 2033
The important solution mentioned in the resolution is to innovate the method of propaganda and mobilization. In order for workers to see the benefits of joining the union, propaganda work needs to be appropriate to each target and the production and business characteristics of the enterprise. The forms of propaganda also need to be diverse and rich, from communication via social networks to direct dialogues between workers and unions.
Using information technology in connection, management and propaganda is also a new point that needs to be promoted. Trade unions can develop mobile applications or online systems to help workers easily access information, participate in union activities and send feedback on the problems they encounter. This not only helps workers easily access the union but also creates convenience and flexibility in handling procedures related to their rights.
Trade unions need to organize more forums and seminars to raise awareness among employers about the role of trade unions in building harmonious and progressive labor relations. Building a friendly, open and close trade union environment for workers will help them easily access and understand the benefits of joining a trade union.
Building a team of professional and dedicated union officials
The leaders of the Vietnam General Confederation of Labor believe that in order to achieve the goal of developing 3 million more union members, the role of union officials is very important. Those who work on union development must be well-trained, have the skills to propagate and mobilize, and understand the needs of workers. The work of selecting and training cadres must be closely linked to the development of networks of collaborators from the core workers in the enterprise.
Labor counseling and support centers should also be established to help workers answer questions and assist in union membership procedures. This will be a bridge to help workers easily access the union, creating conditions for them to realize the closeness and practical role of this organization.
However, according to labor experts, along with increasing propaganda and building a team of professional and dedicated union officials, the most important thing is to let workers see the benefits of joining a union.
Therefore, the union needs to continue to improve the quality of activities to care for union members' lives. To do this, there needs to be reasonable financial investment, ensuring that social security programs are implemented effectively. The union also needs to coordinate closely with the government and businesses to develop appropriate policies, thereby improving the welfare of workers.
Cultural, sports, tourism and exchange activities between union members should also be promoted to improve the spiritual life of workers. These activities not only help strengthen the solidarity within the group but also help workers feel the care and concern from the union.
One of the important functions of trade unions is collective bargaining to protect the rights and interests of union members. Improving the quality of collective bargaining, especially bargaining on wages, working conditions and other benefits... is always a concern of workers. It is necessary to ensure that collective bargaining agreements signed with employers bring many practical benefits, thereby increasing the attractiveness of trade unions to workers.
The Vietnam Trade Union also determined that inspecting and supervising the implementation of labor laws and policies at enterprises is an essential task of the union. The union needs to participate in inspecting and supervising issues such as the correct implementation of wages, social insurance, health insurance, unemployment insurance and other benefits of workers. When the union clearly demonstrates its role in protecting the rights of workers, they will feel secure when participating in this organization.
Developing 3 million more union members is not just a number, but also a strong commitment of the union organization in protecting and caring for workers. By innovating propaganda methods, strengthening practical benefit care activities and building a team of dedicated, professional staff, the union will become increasingly closer and a solid support for workers in the current business environment.
