When banks "understand people's hearts"
In recent years, policy credit capital has truly become a "good water source" flowing to all Gia Lai villages, through every roof and every field. Since the beginning of 2025, the Gia Lai branch of the Social Policy Bank has proactively coordinated with socio- political organizations, departments, branches and local authorities to mobilize resources and bring policy credit to the right beneficiaries. Thanks to that, thousands of households have had the opportunity to develop production, create jobs, stabilize their lives and escape poverty sustainably in the sunny and windy highland.
According to Ms. Nguyen Thi Thao Vi, Deputy Director of the Social Policy Bank Gia Lai branch, the motto of the unit is "Understanding the people's hearts, serving wholeheartedly". This is not only a commitment to responsibility, but also a way for the bank to get closer to the people, helping them boldly access capital sources and know how to effectively exploit preferential capital flows. "Thanks to policy capital, many local households have risen out of poverty, their material and spiritual lives have changed significantly. Credit efficiency is not only measured by outstanding debt, but by trust and prosperity in each household", Ms. Thao Vi shared.
A typical example is the family of Ms. Ta Thi Nguyet in Van Duc commune. From a near-poor household, in 2019 she was able to borrow 50 million VND from the Social Policy Bank to buy three breeding cows. “I was very worried when I received the loan, but thanks to the enthusiastic guidance of the bank staff, the cows reproduced well. Up to now, I have a herd of 10 cows, selling 5 cows each year, earning over 90 million VND in profit,” Ms. Nguyet said. Thanks to that, in 2023, the family escaped near-poverty status and now earns over 350 million VND each year from raising livestock and growing ornamental apricot trees.
Meanwhile, in Ia Puch commune, Mr. Nguyen Van Kiem also has a similar story. After receiving a loan of 50 million VND in 2022, he invested in fertilizer, renovated 1.5 hectares of cashews and intercropped with taro and cassava. After only two crops, cashew productivity increased significantly, bringing in an income of more than 80 million VND/year. "Thanks to the bank loan, the cashew garden revived, my family escaped poverty by the end of 2024," Mr. Kiem said excitedly.
For Mr. Ro Lan Tuin in O village (Ia Pia commune), the VND40 million loan from the housing loan program under Decree 28/2022/ND-CP on preferential credit policies to implement the National Target Program on socio -economic development in ethnic minority and mountainous areas is a milestone that changes his life. With the State's support of an additional VND50 million and contributions from local people, he was able to build a solid house for his family. "Now that I have a house, I have to work harder to do business, borrow more capital to raise cows and plant trees. Without preferential capital, I would not dare to dream," he smiled gently.
After the administrative merger, the Gia Lai Social Policy Bank's transaction point system has remained stable with 373 points in 135 communes and wards. Mr. Vu Thanh Minh, Chairman of the People's Committee of An Tuong commune, said that the commune always prioritizes loans for poor households and effective production models, ensuring that every penny of capital is used for the right purpose and brings sustainable livelihoods to the people.

Promoting the role of associations and unions
In parallel with expanding the credit scale, the Gia Lai branch of the Social Policy Bank focuses on improving the quality of loans through the network of associations and organizations receiving the trust. By the end of September 2025, the whole province had 5,806 Savings and Loan Groups (TK&VV), of which 97% were classified as good - demonstrating the sustainability of this network in bringing policy capital to the right people, with the right needs...
The branch also closely coordinates with associations and organizations to review and accurately identify loan recipients; fully disseminate credit programs; and at the same time guide borrowers to repay debts, save and use capital effectively. Thanks to that, activities at commune transaction points are maintained stably and transparently, creating convenience for people.
Ms. Nguyen Thi Yen, head of the Savings and Credit Group in An Long 1 village (Canh Vinh commune), said that from the approval to disbursement process, everything was public, transparent, and supervised by the bank, unions, and poverty reduction committee. “Borrowers were also instructed on farming and livestock raising techniques, so they used the capital very effectively. My group has 60 members who borrowed nearly 5 billion VND and 100% of them paid their debts on time,” she said.
According to Ms. Nguyen Thi Thao Vi, the bank not only brings capital to the people but also accompanies them in building investment plans and improving production efficiency. Inspection and supervision work against actual results are also carried out regularly, helping to limit risks.
To date, the branch's entrusted loans through associations and unions are approximately VND15,692 billion, accounting for 98.8% of the total loans. Organizations such as the Women's Union, Farmers' Union, Youth Union, etc. not only support loans but also advise on production models, provide technical guidance, connect product consumption and support startups. "We do not just lend money, but accompany members until they truly escape poverty," said a representative of the Women's Union of An Nhon Dong Ward.
In the coming time, the Gia Lai branch of the Social Policy Bank will continue to advise the Board of Directors to strengthen inspection and supervision at the grassroots level; consolidate the system of transaction points; mobilize maximum resources to expand policy credit associated with national target programs on poverty reduction, new rural construction and social security. The unit will also continue to coordinate with functional branches to integrate policy credit with agricultural, forestry and fishery extension programs; transfer technology; support product consumption; ensure that borrowers use capital in the right direction. Local authorities are required to well implement Directive No. 39-CT/TW dated October 30, 2024 of the Secretariat on improving the effectiveness of social policy credit and Conclusion No. 06-KL/TW dated June 10, 2021 of the Secretariat on continuing to implement Directive No. 40-CT/TW of the Secretariat on strengthening the Party's leadership over social policy credit.
