According to Decision No. 526/QD-TTg dated March 6, 2025, of the Prime Minister, the leaders of the Ministry of Industry and Trade are members of the Steering Committee for the development of the private economy plan.
Prime Minister Pham Minh Chinh signed Decision No. 526/QD-TTg dated March 6, 2025, on the establishment of the Steering Committee for the development of the private economy (Steering Committee).
According to the decision, Prime Minister Pham Minh Chinh is appointed as the Head of the Steering Committee for the development of the private economy plan.
The Deputy Heads of the Steering Committee include:
- Deputy Prime Minister Nguyen Chi Dung - Deputy Head of the Standing Committee, directly oversees the development of the Private Economic Development Plan;
- Minister of Finance Nguyen Van Thang - Deputy Head of the Steering Committee in charge of coordinating and collaborating on the development of the Private Economic Development Plan.

The Steering Committee members include representatives from the leadership of the following ministries and agencies: Ministry of National Defence, Ministry of Public Security, Ministry of Finance, Ministry of Construction, Ministry of Industry and Trade, Ministry of Agriculture and Environment, Ministry of Science and Technology, Ministry of Justice; the Government Office; and the State Bank of Vietnam.
In addition, the Steering Committee members also include the Chairpersons of the People's Committees of: Hanoi, Ho Chi Minh City, Hai Phong, Da Nang, Can Tho, and Hue; representatives from the Central Policy and Strategy Committee; and representatives from the Economic and Finance Committee of the 15th National Assembly.
The Steering Committee is tasked with developing a plan for the development of the private economy to be submitted to the Politburo. The Steering Committee operates on a part-time basis, following the principles of centralization, democracy, and open discussion, ensuring unified direction.
The Head of the Steering Committee presides over scheduled meetings and convenes extraordinary meetings when necessary. He/she may delegate the authority to preside over meetings to discuss and decide on specific issues within the Steering Committee's purview.
The Ministry of Finance is the permanent agency assisting the Steering Committee in developing the Project.
