Lao Cai urgently handles landslides on National Highway 4D and Provincial Road 155

Major roads, including National Highway 4D and Provincial Road 155, have been affected by landslides after recent heavy rains. Although authorities have promptly taken action, a complete recovery is still facing many difficulties.

Recently, landslides on National Highway 4D and Provincial Road 155, the section from Lao Cai ward to Sa Pa ward and vice versa, have not only caused localized traffic congestion but also posed a potential safety risk to people and vehicles using the road.

Landslides not only affect infrastructure but also cause constant worry for the people.

Mr. Le Van Tuan, a resident of Trung Chai 1 village, Ta Phin commune, shared: “As someone living near the landslide area, I see that every time an incident occurs, it is very dangerous for people and vehicles traveling on the road. I hope that the authorities will soon thoroughly repair the landslide areas so that people can travel more conveniently and safely.”

Ms. Phung Thi Minh Phuong, a teacher working in Ta Phin commune, said: "Every day I travel along a road with many landslide points, so I feel very worried. I hope that the authorities will soon find solutions so that teachers like us can travel more safely and with peace of mind."

According to observations by reporters, the landslide at Km 109+350 on National Highway 4D, in Sa Pa ward, is approximately 100 meters long, with a significant amount of soil and rocks sliding down from the embankment. Although clearing efforts have been made, the drainage ditch is still not completely secure. Local authorities and relevant agencies have erected warning signs and ropes to alert people and vehicles traveling on the road. The cause of the landslide has been identified as prolonged heavy rains causing the soil and rocks to lose their cohesion, leading to the slide. Notably, long cracks have appeared on the top of the embankment, indicating a high risk of further landslides.

Another major landslide occurred at Km 115+180 on National Highway 4D in Ta Phin commune. It involved not only small rocks and soil but also numerous large boulders spilling onto the road, making remediation difficult. Due to its proximity to residential areas and heavy traffic, blasting was impractical. Instead, the construction team used air compressors to drill and fill the area with expanding powder to break up the large boulders into smaller pieces, which were then moved using specialized machinery. Approximately two-thirds of the boulders at the landslide site have been removed. However, the biggest challenge remains the presence of many large rocks on the embankment slope, posing a risk of further landslides at any time and jeopardizing construction work.

Mr. Tran Cong Hoa, Deputy Director of the Lao Cai Provincial Road Maintenance Management Board, said: Immediately after the landslide occurred, the unit coordinated with relevant forces to ensure temporary traffic safety. Currently, the landslide locations on National Highway 4D, the section from Lao Cai ward to Sa Pa ward, have ensured safe traffic flow in two lanes. However, to thoroughly address the landslide points, the Department of Construction has reported to the Provincial People's Committee, and the Provincial People's Committee has issued a decision declaring an emergency situation to handle the landslide at Km 109 + 350. Regarding the landslide at Km 115 + 180, due to the large rocks, contractors are currently drilling and filling with expanding powder, then moving it to a storage area. It is expected that the remediation of the landslide at Km 115 + 180 will continue next week, and the remediation of the landslide at Km 109 + 350 will be implemented in the fourth quarter.

As a vital route connecting Lao Cai ward with Sa Pa ward, Provincial Road 155 has also experienced landslides. The area around the Lao Cai - Sa Pa BOT toll station is the largest landslide site, with massive amounts of soil and rocks completely blocking traffic. The most challenging issue is that the landslide area has not yet been cleared, leading to local residents obstructing construction work. This situation has forced a temporary suspension of toll collection, causing economic losses and disrupting traffic on the road.

To address the landslide in the area of ​​the Lao Cai - Sa Pa BOT toll station, the Department of Construction recently chaired a meeting in coordination with the People's Committee of Ta Phin commune and relevant parties to assess the current situation and agree on a solution.

Mr. Le Huu Khai, Head of the Economic Department of Ta Phin Commune, said: "Immediately after the landslide occurred, we promptly reported it to the relevant authorities and mobilized local households to facilitate the handling of the landslide in the area of ​​the Lao Cai - Sa Pa BOT toll station. In the coming time, we will determine the landslide area, carry out land acquisition procedures, and submit a compensation and land clearance plan to the Provincial People's Committee. After receiving the decision from the Provincial People's Committee and being allocated funds, the Ta Phin Commune People's Committee will carry out compensation, support, and land acquisition from households within the landslide area according to regulations."

National Highway 4D and Provincial Road 155 are vital routes connecting Lao Cai ward with the Sa Pa National Tourist Area and vice versa. Therefore, urgently addressing the landslides on these two roads is extremely necessary, not only to ensure safety and convenience for residents but also to contribute to building a friendly and safe image of Lao Cai for tourists, especially in the Sa Pa National Tourist Area.
