Lao Cai focuses on solutions to develop agricultural and rural tourism in new rural construction.

To effectively develop agricultural and rural tourism in the context of building new rural areas in Lao Cai province, the Chairman of the Provincial People's Committee recently signed and issued Document No. 2418 on focusing on implementing solutions for developing agricultural and rural tourism in the context of building new rural areas.

Accordingly, the Chairman of the Provincial People's Committee assigned the Department of Agriculture and Rural Development to take the lead and coordinate with the Department of Tourism to guide and urge relevant units; and the People's Committees of districts, towns, and cities to focus on implementing the contents and tasks in Plan 71/KH-UBND, dated February 8, 2023, on the Implementation of the Rural Tourism Development Program in the Construction of New Rural Areas in Lao Cai Province until 2025.

The Department of Tourism, in coordination with the People's Committee of Bao Yen district, will advise the Provincial People's Committee on directing and implementing pilot models under the Rural Tourism Development Program in the New Rural Development Program approved by the Ministry of Agriculture and Rural Development .

This includes focusing on the following: developing a master plan and landscape model for rural tourism, providing guidance for people and communities to create tourism products and organize effective tourism management suitable to the locality; improving the capacity and quality of human resources in agricultural and rural tourism, contributing to improving the quality of tourism services to meet market demands; allocating and integrating resources to support the construction, upgrading, and completion of infrastructure at agricultural and rural tourism destinations (roads, clean water, environment, etc.) in conjunction with the investment plan of the National Target Program for New Rural Development and other programs/projects in the area.

The Department of Tourism, in coordination with the Department of Agriculture and Rural Development and other relevant units, will research and develop criteria for evaluating the quality of service activities of agricultural and rural tourism models, in line with the province's tourism development orientation.

The Chairman, in coordination with the Provincial Rural Development Coordination Office and the People's Committees of districts, towns, and cities, will accelerate the implementation of pilot models under the Rural Tourism Development Program in the context of rural development, focusing on community-centered development of tourism products, improving tourism service quality, and creating a ripple effect for local economic development.

The People's Committees of districts, towns, and cities should proactively coordinate with relevant departments and units to develop solutions for agricultural and rural tourism development within the framework of the new rural development program in their respective localities.

The objectives of the Rural Tourism Development Program in the context of building new rural areas for the period 2021-2025 are specifically defined as follows:

+ Develop and standardize rural tourism destinations and products; strive to have at least 3 rural tourism destinations recognized as being associated with the province's advantages in agriculture, culture, traditional crafts, or ecological environment; 50% of rural tourism service businesses are recognized as meeting standards for serving tourists.

+ Promote the development of rural tourism in conjunction with the digital transformation process; at least 50% of rural tourist destinations will be digitally recognized and connected to digital tourism promotion and marketing platforms.

+ Strive for 100% of rural tourist destinations to be introduced and promoted; and 50% of rural tourist destinations to apply electronic transactions in tourism activities.

+ Strive for each district that meets the standards of a new rural area and has tourism potential to build at least one model of a linked agricultural and rural tourism chain that reflects the unique characteristics of the locality.

+ At least 70% of rural tourism business owners receive training in tourism management; 80% of rural tourism workers receive training and professional development to improve their skills in serving tourists, with at least 50% being female; each tourist destination has at least one staff member proficient in a foreign language.

+ Ensuring tourism security and safety for tourists while adapting safely and flexibly, and effectively controlling the epidemic...
