To effectively develop agricultural and rural tourism in the construction of new rural areas in Lao Cai province, the Chairman of the Provincial People's Committee recently signed and issued Document No. 2418 on focusing on implementing solutions to develop agricultural and rural tourism in the construction of new rural areas.
Accordingly, the Chairman of the Provincial People's Committee assigned the Department of Agriculture and Rural Development to preside over and coordinate with the Department of Tourism to guide and urge relevant units; People's Committees of districts, towns and cities to focus on implementing the contents and tasks in Plan 71/KH-UBND, dated February 8, 2023 on Implementing the Rural Tourism Development Program in New Rural Construction in Lao Cai province by 2025.
Preside over and coordinate with the Department of Tourism and the People's Committee of Bao Yen district to advise the Provincial People's Committee to direct, deploy and implement pilot models under the Rural Tourism Development Program in new rural construction approved by the Ministry of Agriculture and Rural Development .
Focusing on implementing the following contents: Building a master design, landscape model of rural tourism, as an orientation for people and communities to form tourism products and organize effective tourism management, suitable for the locality; improving the capacity and quality of human resources for agricultural and rural tourism, contributing to improving the quality of tourism services according to market requirements; arranging and integrating resources to support the construction, upgrading and completion of infrastructure of agricultural and rural tourism sites (roads, clean water, environment...) associated with the investment plan of the National Target Program on New Rural Construction and other programs/projects in the area.
The Department of Tourism shall preside over and coordinate with the Department of Agriculture and Rural Development and relevant units to research and develop criteria for evaluating the quality of service activities of agricultural and rural tourism models in accordance with the tourism development orientation of the province.
Preside over and coordinate with the Provincial New Rural Area Coordination Office and the People's Committees of districts, towns and cities to accelerate the progress of deployment and implementation of pilot models under the Rural Tourism Development Program in new rural area construction, in which the community is identified as the center to build tourism products, improve the quality of tourism services, and create spillover effects for local economic development.
People's Committees of districts, towns and cities proactively coordinate with departments and units to have solutions to develop agricultural and rural tourism in building new rural areas in the locality.
The purpose of the Rural Tourism Development Program in New Rural Construction for the period 2021 - 2025 is specifically defined:
+ Develop and standardize rural tourism destinations and products; strive to have at least 3 recognized rural tourism destinations associated with the province's advantages in agriculture, culture, craft villages or ecological environment; 50% of rural tourism service establishments are recognized as meeting standards for serving tourists.
+ Promote the development of rural tourism associated with the digital transformation process; at least 50% of rural tourist destinations are recognized as digital and connected on the website to promote tourism using digital technology.
+ Strive for 100% of rural tourist spots to be introduced and promoted; 50% of rural tourist spots to apply electronic transactions in tourism activities.
+ Strive for each district that meets new rural standards and has tourism potential to build at least one model of agricultural and rural tourism linkage chain with local characteristics.
+ At least 70% of rural tourism establishment owners are trained in tourism management; 80% of rural tourism workers are trained and improved in their professional skills and tourist service skills, of which at least 50% are female workers; each tourist destination has at least 1 employee proficient in a foreign language.
+ Ensure tourism security and safety for tourists in conditions of safe and flexible adaptation, effective control of epidemics...
