According to the Vietnam News Agency correspondent in Vientiane, Lao media outlets such as the Lao News Agency (KPL), Lao National Radio, and the Pasaxon newspaper have extensively reported in recent days on Laos's strong and consistent commitment to working together with the international community to combat cybercrime—one of the biggest non-traditional security challenges today.
On October 25-26 in Hanoi , Lao Party General Secretary and President Thongloun Sisoulith led a high-level delegation to attend the signing ceremony and high-level conference of the United Nations Convention against Cybercrime (also known as the Hanoi Convention).
The event was attended by more than 110 countries, of which 63 countries and the European Union (EU) signed the Convention, demonstrating a desire for global cooperation in combating cybercrime.
General Vilay Lakhamfong, Deputy Prime Minister and Minister of Public Security of Laos, represented Laos in signing the Convention and delivered a congratulatory speech to the Vietnamese Government for its proactive role throughout the drafting process since 2019, as well as for successfully organizing the signing ceremony.
General Lakhamfong emphasized that the Hanoi Convention is an important legal instrument in the fight against cybercrime, and the opening ceremony of the Hanoi Convention reflects the international community's trust in the role of countries in the Association of Southeast Asian Nations (ASEAN), aligning with the region's digital transformation strategy. It also demonstrates the international community's shared determination to promote the safe use of information and communication technologies to serve socio -economic development, working together to prevent cybercrime and ensure security for countries in the region and around the world.
According to Lao media, the attendance of high-ranking Lao leaders at the signing ceremony in Hanoi demonstrates Laos' strong political will to build an international legal framework to ensure the use of information technology for economic development, trade, investment, and tourism, as well as to ensure the safety of its citizens.
Lao media affirmed that the opening ceremony of the Hanoi Convention will help promote the importance of digital transformation, one of Laos' national priorities aimed at guiding socio-economic development and achieving sustainable development goals, creating a safe environment to combat cybercrime.
For Laos, one of the UN member states that has signed the Hanoi Convention, this will be an important basis for Laos to refine its domestic regulations and laws to support the framework of regional and international cooperation, and protect the legitimate rights and interests of the Lao people from threats from the cyber environment.
In Algeria, the online newspaper Algerie360 also published an article stating that Algeria's signing of the Hanoi Convention is a historic step in international cooperation on digital security.

According to the VNA correspondent in Algiers, acting on the instructions of President Abdelmadjid Tebboune, Lounès Magramane, Secretary-General of the Ministry of Foreign Affairs, Overseas Communities and African Affairs, signed the Convention on behalf of Algeria.
The article highlights Algeria's central role in the drafting of this document, as it held the chairmanship of the special committee tasked with drafting the Convention, thereby demonstrating the North African nation's determination to become a key player in ensuring global cybersecurity.
For Algeria, signing the Hanoi Convention reaffirms its commitment to strengthening international cooperation to combat global cybersecurity threats, while demonstrating its determination to build a safe and trustworthy cyberspace for the common good of humanity.
