On the morning of July 19th, Deputy Secretary of the Hanoi City Party Committee Nguyen Van Phong chaired a delegation to inspect the leadership, direction, and implementation of Directive No. 24-CT/TU, dated August 7th, 2023, of the Standing Committee of the Hanoi City Party Committee on "Strengthening discipline, order, and responsibility in handling work within the political system of Hanoi City" in Chuong My district.
Also in attendance was Ms. Phung Thi Hong Ha, Member of the Standing Committee of the City Party Committee and Permanent Vice Chairwoman of the City People's Council.

The directive was disseminated and explained to over 11,300 cadres and Party members.
Reporting at the meeting, Deputy Secretary of the Chuong My District Party Committee Trinh Tien Tuong stated that, following the direction of the City Party Committee, the District Party Committee had organized an online conference to disseminate and implement Directive 24-CT/TU to 32 communes and towns, with a participation rate of 99.2%. By the end of September 2023, 100% of the Party Committees and Branches under the District Party Committee had completed the study, dissemination, and promotion of the directive to more than 11,300 cadres and Party members throughout the district.
The Standing Committee of the District Party Committee established two teams (one for surprise inspections of 10 units, and one for monitoring one Party organization and two Party members) to implement Directive 24-CT/TU and Directive 39-CT/HU. The Standing Committee of the District Party Committee considered and disciplined three organizations and four Party members. The District Party Committee's Inspection Committee considered and disciplined 29 Party members for violations, including three Party organizations and 22 out of 23 Party members whose violations exhibited the characteristics listed in the Appendix to Directive 24-CT/TU and Directive 39-CT/HU.
With the spirit of encouraging officials to think innovatively, creatively, and boldly propose ideas; removing and clearing bottlenecks to break through and resolve practical issues, the Standing Committee of the District Party Committee has gradually arranged and built a team of leading and managerial officials to meet the requirements.
From August 2023 to the present, the Standing Committee of the District Party Committee has reassigned and transferred 51 leading and managerial cadres to different positions, including 21 who were reassigned and transferred in accordance with Directive 24-CT/TU. The District People's Committee has transferred 5 land and construction officials at the commune level; 16 Vice Chairmen of the Commune People's Committees; and 21 management staff in several schools.
The district has promoted the application of information technology in internal management and administration; deployed the development of digital infrastructure and digital data, and strengthened the application of public services. The rate of administrative procedures processed through online public services at the district level reached 63.3% and at the commune level reached 49.58%. By July 11, 2024, 100% of district officials and civil servants had installed the "Digital Citizen of Hanoi - iHanoi" application.
The work of receiving citizens and resolving petitions and pressing issues in the district has been carried out seriously. In 2023 and the first six months of 2024, the entire district organized 45 dialogue meetings, including 5 at the district level and 40 at the commune level. From August 2023 to the end of May 2024, the District Party Secretary received citizens for 10 days, 30 visits/33 people with 34 cases. As a result, 18 out of 22 cases within his jurisdiction have been reviewed and resolved, achieving 81.1%. District leaders received 508 citizens. As a result, 108 out of 144 cases within his jurisdiction have been reviewed and resolved, achieving 75%, with 36 cases still under consideration.
Speaking at the inspection, the Standing Vice Chairwoman of the Hanoi People's Council, Phung Thi Hong Ha, requested the district to clarify the difficulties and obstacles in decentralization and delegation of authority. She also requested a more thorough review and assessment of the personnel rotation process. Regarding some manifestations listed in the Appendix to Directive 24-CT/TU, she asked the district to clearly identify and specify these manifestations and thoroughly resolve complex and protracted cases. Furthermore, she requested a review of the indicators in the administrative reform assessment to improve its ranking and to tighten administrative discipline and order.

Be even bolder in implementing tasks.
Concluding the inspection, Deputy Secretary of the City Party Committee Nguyen Van Phong acknowledged that the district had seriously and fully implemented Directive 24-CT/TU and had achieved initial results; it had paid attention to reviewing, supplementing, and perfecting the working regulations, functions, and tasks of organizations and agencies.
The Deputy Secretary of the City Party Committee also highly appreciated the implementation of inspection and supervision work to strengthen discipline and order among Party committees at all levels in the district. He noted the strict implementation of contact and dialogue with the people, and the attention paid to resolving complaints and petitions. The district has also made progress in deploying IT applications and digital transformation.
However, along with the above results, the Deputy Secretary of the City Party Committee also frankly pointed out that the district still ranks among the bottom of the city. Many ranking indicators have remained at the bottom for many years, including the administrative reform index, and there are still many potential hotspots. The proactiveness, dynamism, and enthusiasm of officials at all levels are still limited. The district's economic structure has shifted, but it is still slow…
Following this, the Deputy Secretary of the City Party Committee requested the district to continue disseminating and implementing Directive 24-CT/TU in conjunction with other directives and resolutions. In particular, it should be linked to the preparation for the Party Congress at all levels, so that each cadre and Party member, especially those in leadership positions, must be more enthusiastic, determined, and bolder in carrying out their tasks.
At the same time, we must learn from the experiences of units and localities that have good practices, starting with very specific things. In particular, we must redefine the most important tasks at this time and in the coming period to clearly define the long-term development direction.
Furthermore, a comprehensive review and assessment of the entire staff is necessary to prepare for three things: preparing for the Party Congress at all levels, and preparing the staff for the next period. Maximum focus must be placed on overcoming the identified shortcomings and weaknesses. This includes regularly checking, supervising, adjusting, consulting, and learning from other localities. In addition, the functions and duties of the People's Council, the Fatherland Front, and other mass organizations must be promoted in inspection and supervision, linked to the effective implementation of the Law on Grassroots Democracy. Directive 24-CT/TU should be used as a catalyst to propel Chuong My forward, inspiring the dedication and commitment of the staff to further develop the district.
