On the evening of September 10, the flood on the Red River flowing through Hoan Kiem District ( Hanoi ) rose rapidly, causing water to start entering many houses around the residential areas along the Red River in Chuong Duong and Phuc Tan wards.

Worried that the flood would continue to rise during the night, residents here hurriedly packed up and moved their belongings and properties to evacuate the flooded area at night.

According to Tuoi Tre Online on the evening of the same day, on Chuong Duong Do Street (Chuong Duong Ward, Hoan Kiem District), floodwaters from the Red River rose high, causing the above street to be flooded for about 100m, and many houses on both sides of the street were flooded to the ground. Although previously, recorded in the morning of the same day, the water was only just above the lower part of this street.

As the flood waters rose, the Hoan Kiem District Electricity Company cut off power to flooded homes, forcing many people to gather around, light candles, and pack up their belongings to escape the flood.

There is a warehouse located in lane 46 Chuong Duong Do, in the afternoon, the water was only knee-deep, on the evening of September 10, the Red River flood water rose so high that the house was flooded up to the roof, Mr. Chu Khac Chung (Hanoi) said: "The water rose too quickly, now my factory is flooded up to the roof. Luckily, I was able to move furniture and goods out of the warehouse before the flood deepened".

Although the rented house that Mr. Tam (from Bac Giang ) lives in on Chuong Duong Do street is quite far from the flooded area, because he was afraid of floodwaters in the night, he hurriedly grabbed his blankets, mats, and belongings to flee the flood.

"I was afraid that tomorrow I would wake up and find myself in a flood and unable to leave, so I evacuated early even though there was no order," said Mr. Tam.

According to Tuoi Tre Online , on Phuc Tan street on the night of September 10, rising floodwaters also caused many houses along the Red River to be deeply submerged, and everyone was rushing to pack up their belongings to escape the flood.

Having just finished moving the washing machine up high to avoid being submerged by floodwaters, Ms. Vu Thi Yen (32 years old, Phuc Tan, Hoan Kiem) said: "The water rose so terribly, so scared. I had to move my belongings up high in time, I didn't think the water would rise so high."

On the afternoon of September 10, the water level of the Red River rose more than 10.5m, above alert level 1, with the water level of the Red River rising 10cm per hour. Hanoi requested the districts of Bac Tu Liem, Tay Ho, Ba Dinh, Hoan Kiem, Hai Ba Trung, Hoang Mai, Long Bien and the districts of Thanh Tri, Dong Anh, Gia Lam... to strictly implement regulations when alert level 1 is issued.

On the afternoon of September 10, Chairman of Hanoi People's Committee Tran Sy Thanh inspected natural disaster prevention work in Bac Tu Liem district.

Bac Tu Liem District is where the Red River flows through four wards: Thuong Cat, Lien Mac, Thuy Phuong, and Dong Ngac.

At the meeting, Mr. Thanh commented: with the current weather, the flood situation in the coming time will continue to be complicated, the water pressure from upstream to the river system in Hanoi is very large.

"We must not be subjective but need to mobilize the entire political system to take action, even prepare and calculate all contingency plans regarding forces and means to respond to incidents in case the Red River water level reaches alert level 3," said Mr. Thanh.
