Directly commanding the exercise, Colonel Nguyen The Vinh - Member of the Provincial Party Committee Standing Committee, Commander of the Gia Lai Provincial Military Command - affirmed: The purpose of this activity is to proactively deploy measures from a distance and early in the work of natural disaster prevention and control, search and rescue (PCTT-TKCN), minimize damage, ensure the safety of people's lives and property during the rainy and stormy season.

Training the ability to respond to natural disasters
When the alarm signal for disaster response and search and rescue rang out, the soldiers' nimble, skilled hands quickly completed the arrangements and packing. The soldiers' luggage included specialized equipment such as life jackets, poles, life buoys, food supplies, etc.
Then, members of the PCLB-TKCN Team and the Civil Defense Assault Team (PTDS) of the Provincial Military Command quickly assembled, moved to the assembly location, and marched to the simulated location where the incident or natural disaster occurred.

During the training process, the forces, means and command organizations participating in PCTT-TKCN work between units have clearly defined and attached the roles and responsibilities of each individual and unit. In particular, the calculation of the mobilization time of the forces to the rescue location has also been detailed and meticulous by the units.

According to Lieutenant Colonel Pham Ngoc Canh - Deputy Chief of Staff of the Provincial Military Command, regular training will help each individual and unit practice coordination and skills in participating in PCTT-TKCN work, ensuring that the unit's people and vehicles are always mobile and ready to carry out tasks when natural disasters occur.
Participating in the training, Captain Nguyen Trung Tin - Training Assistant, Deputy Head of the PCLB-TKCN Team of the Provincial Military Command - shared: "Regular training sessions and today's general practice session help the team of officers and employees concurrently in charge of PCTT-TKCN of agencies and units in the Provincial Military Command to grasp the content and skillfully use specialized vehicles and equipment in search and rescue work. Not only do we practice mobility, we also master basic search and rescue skills to be ready to receive orders at any time."


At the end of the training session, the Provincial Military Command assessed that the preparations of the agencies and units were complete and thoughtful in all aspects (forces, vehicles, equipment, fuel, food, technical condition of vehicles...), so that they could mobilize immediately when ordered. At the same time, the organization of the mobilization was tight, ensuring absolute safety of people, vehicles, equipment...
Through training, the Provincial Military Command has also gained a lot of experience in developing plans and improving coordination and cooperation among forces in implementing the "4 on-the-spot" motto to respond to natural disasters.

Disaster prevention and search and rescue are combat missions in peacetime.
The practical work in recent years has brought the provincial armed forces a lot of experience in PCTT-TKCN work. However, in the face of unpredictable weather changes, careful preparation in all stages is still an important requirement.

On that basis, the Provincial Military Command has proactively coordinated with the Department of Agriculture and Environment to inspect and survey hydroelectric dams and irrigation reservoirs at risk of being unsafe in the whole province; survey areas in the province at risk of landslides affecting people's lives and property and cutting off traffic when landslides occur to have timely response plans.
In particular, the Provincial Military Command has updated more than 110 flooded road areas and nearly 100 key areas at risk of landslides and embankments in localities across the province. From there, the Provincial Military Command and localities have developed detailed scenarios and plans to evacuate people to safe places when flooding and landslides occur.
The work of preparing forces, means, and facilities is carried out by the Provincial Military Command according to the motto "3 before, 4 on-site" (proactive prevention in advance, detection-handling in advance, means-material preparation in advance; forces, command, means, and logistics on-site).
Participating in the PCTT-TKCN work of the provincial armed forces are regular troops, mobile militia, local militia, and mobilized reserves with more than 19,000 people. Regarding vehicles, in addition to cars of all kinds, there are also special vehicles, cranes, ships, boats, canoes of all kinds...


Along with that, the Provincial Military Command also held a conference to closely coordinate with 19 units of the Ministry of National Defense, 4 units of the Ministry of Public Security and 11 units of Military Region 5 stationed in the area to prepare forces and means to help localities and people carry out tasks of responding to incidents, overcoming consequences of incidents, natural disasters and searching and rescuing during the 2025 storm season.
Organize training courses for the PCTT-TKCN and PTDS shock teams of the Provincial Military Command and its subordinate units to improve response and recovery capacity, quick mobility, grasp the situation, promptly and effectively handle situations, and avoid being passive or surprised in any situation.
In addition, the unit also strengthens information and communication activities, guides skills in preventing and responding to natural disasters in many forms, ensuring that information about natural disasters reaches people in disaster-stricken areas...

Colonel Nguyen The Vinh, Commander of the Provincial Military Command, added: Identifying disaster prevention and search and rescue as a combat mission in peacetime, the Provincial Military Command has set out the motto "Proactive prevention, timely response, urgent and effective remediation; prevention is the main focus".
With the spirit of urgency, seriousness, and proactiveness in doing well all aspects, from human resources, means, equipment to forecasting the situation, implementing response plans... all have been carefully and thoroughly prepared. The necessary training and drill contents have also been deployed to ensure proficiency, accuracy, and safety when applied in practice, ready for PCTT-TKCN tasks.
