According to Joint Circular No. 26/2015/TTLT-BYT-BNV, the codes and classifications for professional titles of nurses are stipulated as follows: Nurse Grade II has the code V.08.05.11; Nurse Grade III has the code V.08.05.12; Nurse Grade IV has the code V.08.05.13.
The salary scale for nurses is determined according to job titles, specifically as follows:
Nurse Grade II is subject to the salary scale of civil servants in category A2, group A2.1, with a salary coefficient of 4.4-6.78.
Nurses of rank III are subject to the salary scale of civil servants of rank A1, with a salary coefficient of 2.34-4.98.
Nurses of rank IV are subject to the salary scale of civil servants of rank B, with a salary coefficient of 1.86-4.06.
According to Decree 204/2004/ND-CP, the current formula for calculating the salary of nurses is as follows: Salary = Salary coefficient x Current base salary.
In this context, the current base salary is 1.8 million VND/month (as stipulated in Clause 1, Article 3 of Resolution 69/2022/QH15).


Nursing salary chart.
The above is the salary scale for nurses who are civil servants. If a nurse is an employee working in a healthcare facility, their salary will be determined by agreement with the hospital.
Starting July 1, 2024, a comprehensive salary reform will be implemented, which will include changes to nurses' salaries.
According to the plan, from the aforementioned date, the average salary of civil servants (including basic salary, allowances, and bonuses) will increase by approximately 30%.
In addition, a notable point when implementing salary reform is that the salary of civil servants, especially education and health officials, will be higher than the average of other civil servants and public employees. This is the direction of salary policy reform associated with the implementation of the resolution on fundamental and comprehensive development of education, training, and health.
Accordingly, the average salary of healthcare workers in general, and nurses in particular, will increase by more than 32%. For example, the current starting salary of a mid-level nurse with a salary coefficient of 1.86 (approximately 3.5 million VND/month) at level 1 will increase to around 7.5 million VND/month. At the highest salary level, the figure of 12.2 million VND/month could increase to over 16 million VND/month.
